Description
RFQ Title: National Enforcement Investigations Center Asbestos Analytical Services Agency: Environmental Protection Agency (EPA) Program Office: Office of Enforcement Compliance and Assurance (OECA)/Office of Criminal Enforcement, Forensics, and Training (OCEFT)/National Enforcement and Investigations Center (NEIC) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-05. All applicable provisions and clauses are included in the attached solicitation. The pricing document attached to the solicitation (Attachment 3) should be used by offerors to submit their price quote. Offerors must address all aspects of the Governments requirement as set forth in this RFQ including the technical evaluation criteria (Attachment 2). Description: This is a Request for Quotes (RFQ) soliciting asbestos analytical services in support of NEICs enforcement mission. A prospective offeror would provide NEIC asbestos analytical services using various EPA approved methods in support of federal environmental regulations, including but not limited to Asbestos Hazard Emergency Response ACT (AHERA), National Emission Standard for Hazardous Air Pollutants (NESHAP), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), Toxic Substances Control Act (TSCA), and Clean Air Act (CAA). Services will be provided on a per sample basis and will take place at the offeror's location, in a laboratory which meets the requirements outlined in the Statement of Work (SOW). All evidence/samples that have been completed will be shipped back to NEIC for evidence preservation. The EPA intends to award a purchase order with a fixed-price Not-To-Exceed (NTE) amount for line item 0001 Asbestos Analysis, with an optional time-and-materials NTE task for line item 0002 investigative support. Upon the purchase order being awarded, the period of performance will be for one (1) base year (line items 0001 and 0002), plus two (2) option years (line items 0003 and 0004 for option year 1, and line items 0005 and 0006 for option year 2). The optional quantities CLINs (0007-0009) can be exercised at any time during the respective periods of performance. The North American Industry Classification System (NAICS) code for this RFQ is 541380 for Testing Laboratories. The Product and Service Code is B504 Special Studies/AnalysisChemical/Biological. Both large and small business offerors are eligible to submit quotes. Questions concerning this RFQ must be submitted by 2:00 PM ET Monday, March 30, 2020 via FedConnect. Questions submitted after this due date may not be answered. Procedures under FAR 13.1 are applicable to this RFQ. Quotes received after the RFQ responses due date and time will not be accepted. The Government intends to issue a single purchase order based on the lowest price technically acceptable quote as defined in FAR 15, Subpart 15.101-2. The Government will award to the lowest evaluated cost or price, technically acceptable, responsible offeror whose offer meets the minimum needs of the Government in accordance with the attached Statement of Work. Technical acceptability is defined in the Technical Evaluation Criteria document (Attachment 2).
