Description
San Juan National Forest, Dolores Ranger District, RMRI Lone Pine, Big Water Cultural Resource Inventory ---Amendment 0001--- The purpose of Amendment 0001 is to post a revised Statement of Work. The statement of work is revised to include section 170 � Safety Plan. All other elements of the original statement of work remain unchanged. This amendment also revises the Evaluation Criteria. The provision 52.212-2 is revised to read as follows: 52.212-2 Evaluation - Commercial Items. (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Price: Total evaluated price. � 2) Technical: This evaluation factor shall include the contractor's ability to satisfy the requirements of the contractor qualifications section 160 and the survey techniques as described in section 210 of the attached statement of work. 2a) Technical Subfactor: Safety Plan. The offeror shall provide with its offer a safety plan which addresses the elements in section 170 � Safety. The plan should include measures in place to protect its employees, Forest Service employees, and the local community from COVID-19 exposure and spread. � 3) Past Performance: Provide no more than three references for projects of a similar scope performed within the previous five years. (Contracting Officer shall insert the significant evaluation factors, such as (i) technical capability of the item offered to meet the Government requirement; (ii) price; (iii) past performance (see FAR 15.304); and include them in the relative order of importance of the evaluation factors, such as in descending order of importance.) Technical and past performance, when combined, are approximately equal to price. (Contracting Officer state, in accordance with FAR 15.304, the relative importance of all other evaluation factors, when combined, when compared to price.) (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of provision) ---End of Amendment 0001--- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 1282CS20Q0022 and is issued as a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-05. This requirement is solicited as a Set-Aside for Small Business Concerns (Total Small Business Set-Aside) under NAICS code 541720, Research and Development in the Social Sciences and Humanities with a U. S. Small Business Administration size standard of $22 million. This is a requirement for class III cultural resource inventory for the San Juan National Forest. The FAR provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Additional clauses and provisions applicable to this acquisition are attached. Evaluation shall be made on a Best Value basis in accordance with FAR Clause 52.212-2. A current Contractor registration is required on the System for Award Management (SAM) website, https://www.sam.gov/SAM/. Quoters must ensure that they are self-certified under NAICS Code 541720 as a small business in the Representations and Certifications portion of SAM or return a fully executed Offeror Representations and Certifications-Commercial Items (Mar 2020) FAR clause 52.212-3 with their quote. (Available at https://www.acquisition.gov/) Deadline for submission of questions. Any questions concerning this solicitation shall be submitted in writing by email directly to the contracting officer at randal.sadler@usda.gov no later than 14:00 MT Thursday, April 16, 2020. Include the solicitation number, 1282CS20Q0022, in the subject line of your email. If warranted, a question and answer document shall be posted as an amendment to this combined synopsis/solicitation no later than Friday, April 17, 2020. Deadline for submitting quotes. Quotes shall be submitted by email to the contracting officer at randal.sadler@usda.gov no later than 17:00 MT, Friday, April 24, 2020. Include the solicitation number, 1282CS20Q0022, in the subject line of your emailed quote. Award of this contract will be made utilizing the SF1449 Solicitation/Order for commercial items.
