- OFFERORS READ THIS INFORMATION FIRST FOR IMPORTANT OFFER INFORMATION This a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a Request for Quote (RFQ) is being requested. Solicitation Number: 36C26320Q0360 The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-04. The VA anticipates the award of a Firm Fixed Price (FFP) Blanket Purchase Agreement (BPA) for all labor necessary for each VA facility for Hospital Housekeeping Services to support VISN 23 VA Midwest Health Care Network. The VA Midwest Health Care (VISN 23) supports facilities located in the states of Iowa, Minnesota, Nebraska, North Dakota, and South Dakota. An immediate need is needed for Fargo ND VAHCS and Omaha NE VAHCS and orders are subject to change as conditions warrant. Offerors shall identify the specific location they are competing for: Minneapolis MN, VA Health Care System St Cloud MN, VA Health Care System Omaha NE, VA Health Care System Lincoln NE, VA Health Care System Grand Island NE, VA Health Care System Black Hills SD, VA Health Care System Sioux Falls SD, VA Health Care System Fargo ND, VA Health Care System Iowa City IA, VA Health Care System Des Moines IA, VA Health Care System The BPA period of performance is from April 20, 2020 to August 17, 2020 and includes one (1), two-month option period to be exercised at the discretion of the Government. Offerors should have a large pool of employees readily available to provide services due to the potential of a COVID-19 staffing shortage, be capable of fulfilling a BPA Order relatively quickly and be primarily engaged in providing housekeeping and/or janitorial services on a regular basis. Contract employees are expected to complete work assignments without extensive training. Brief, localized training will be provided during initial assignment. Offerors should carefully review the requirements that are listed within the attached solicitation document, Performance Work Statement. Contract employees will be required to provide fingerprints and complete a Declaration for Federal Employment, OF306 to determine acceptability for contract employment before obtaining a VA Identification Badge. This procurement is set-aside for Service-Disabled Veteran Owned Small Businesses (SDVOSB). At the time of submission of offer and prior to award, the offeror must be verified in the Department of Veterans Affairs (VA) Office of Small and Disadvantaged Business Utilization s, Vendor Information Pages (VIP) database at https://www.vip.vetbiz.va.gov/. Additionally, the firm shall have an active System for Award Management (SAM) registration at the time of offer and prior to contract award reflecting NAICS code 561720, Janitorial Services. The Department of Labor (DOL), Service Contract Act (SCA), Wage Determination (WD) Labor Standards apply to Blanket Purchase Agreements issued from this solicitation and are provided as an attachment to this notice. The WD specifies the minimum wages and fringe benefits for workers performing on or in connection with the contract. Evaluation of Commercial Items. Lowest Price Technically Acceptable. Offers shall include technical documentation as outlined in the solicitation s FAR provision 52.212-2. Offer Due Date: Quotes are due to the Contracting Office by April 14, 2020 at 11:59 PM EST. Quotes shall be emailed to john.becker3@va.gov prior to the solicitation closing date and time. It is the responsibility of the offeror to ensure their quote is received in full by the Contracting Office before the solicitation closing date and time. Due to email file size limitations, please do not wait until the last minute to email quotes. Submission of Offer: Refer to FAR Provision 52.212-1 within the attached solicitation document for instructions on submitting an offer. Solicitation Questions.
