- This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only Solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 36C25720Q0242 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular. SET-ASIDE: This requirement is a 100% Total Service-Disabled Veteran Owned Small Business (SDVOSB) set aside under the authority of 38 U.S.C. 8127(d). In order to be eligible for award an offeror must be certified/verified in Vetbiz (www.vip.vetbiz.gov), and small for the applicable NAICS code at the time of the quote submission and at the time of award. Status as a qualified SDVOSB concern is under the authority of 38 CFR Part 74 in accordance with the VA Acquisition Regulation (VAAR) Part 819. Eligibility determination is performed by the Center for Veterans Enterprise (CVE). Only qualified offerors may submit bids. NAICS Code: 812930 and Size Standard is $38.5M. Introduction: The Government intends to award a firm fixed price base with four option year renewal contract based on this solicitation. Description of Services: The Contractor shall be required to furnish all necessary personnel, supervision, materials, equipment, and supplies to provide valet parking services in accordance with the Performance Work Statement. (End of Clause) 852.219-74 LIMITATIONS ON SUBCONTRACTING MONITORING AND COMPLIANCE (JUL 2018) LIMITATIONS ON SUBCONTRACTING MONITORING AND COMPLIANCE (a) This solicitation includes VA Acquisition Regulation (VAAR) 852.219-10, VA Notice of Total Service-Disabled Veteran-Owned Small Business Set-Aside. (b) Accordingly, any contract resulting from this solicitation is subject to the limitation on subcontracting requirements in 13 CFR 125.6, or the limitations on subcontracting requirements in the FAR clause, as applicable. The Contractor is advised that in performing contract administration functions, the Contracting Officer may use the services of a support contractor(s) retained by VA to assist in assessing the Contractor's compliance with the limitations on subcontracting or percentage of work performance requirements specified in the clause. To that end, the support contractor(s) may require access to Contractor's offices where the Contractor's business records or other proprietary data are retained and to review such business records regarding the Contractor's compliance with this requirement. (c) All support contractors conducting this review on behalf of VA will be required to sign an Information Protection and Non-Disclosure and Disclosure of Conflicts of Interest Agreement to ensure the Contractor's business records or other proprietary data reviewed or obtained in the course of assisting the Contracting Officer in assessing the Contractor for compliance are protected to ensure information or data is not improperly disclosed or other impropriety occurs. Accordingly, any contract resulting from this solicitation will include the clause 852.215-71 Evaluation factor commitments. Washington, DC 20420 REQUIRED REGISTRATION WITH CONTRACTOR PERFORMANCE SYSTEM (CPARS): As prescribed in Federal Acquisition Regulation (FAR) Part 42.15, the Department of Veterans Affairs (VA) evaluates contractor past performance on all contracts that exceed $100,000 and shares those evaluations with other Federal Government contract specialists and procurement officials. The FAR requires that the contractor be provided an opportunity to comment on past performance evaluations prior to each report closing. To fulfill this requirement VA uses an online database, the Contractor Performance System (CPARS), which is maintained by the National Institutes of Health (NIH). The CPS database information is shared with the Past Performance Information Retrieval System (PPIRS) database, which is available to all Federal agencies. For contracts with a period of one year or less, the contracting officer will perform a single evaluation when the contract is complete. For contracts exceeding one year, the contracting officer will evaluate the contractor s performance annually. Interim reports will be filed each year until the last year of the contract, when the final report will be completed. The report shall be assigned in CPS to the contractor s designated representative for comment. The contractor representative will have thirty days to submit any comments and re-assign the report to the VA contracting officer. The Duncan Hunter National Defense Authorization Act of 2009 (Public Law 110-417) was enacted on October 14, 2008. Section 872 of this Act required the development and maintenance of an information system that contains specific information on the integrity and performance of covered Federal agency contractors and grantees. The Federal Awardees Performance and Integrity Information System (FAPIIS) were developed to address these requirements. FAPIIS is a distinct application that is accessed through the Past Performance Information System (PPIRS) and is available to federal acquisition professionals for their use in award and responsibility determinations. FAPIIS provides users access to integrity and performance information from the FAPIIS reporting module in the Contractor Performance Assessment Reporting System (CPARS), proceedings information from the Central Contractor Registration (CCR) database, and suspension/disbarment information from the Excluded Parties List system (EPLS). SUBMISSION OF QUOTE (FAR 52.212-1 INSTRUCTIONS TO OFFERORS COMMERCIAL ITEMS): The Offeror shall submit their quote on company letterhead and shall include unit price, overall total price, name, address, and telephone number of the offeror, firm's DUNS# and ORCA document in SAM at www.sam.gov. The offeror shall provide sufficient evidence that they possess adequate resources, capability, experience, responsibility and integrity to meet the technical capabilities to comply with the requirements of the resulting contract. The offeror shall meet the limitation in subcontracting clause. Any quotes using subcontractors or teaming partners to perform any part of the work must show the subcontractor or teaming partner to be similarly situated as the prime. Similarly situated entity is a subcontractor that has the same small business program status as the prime contractor. QUOTE SUBMISSION INSTRUCTIONS AND EVALUATIONS: Evaluation of quotes will be conducted using Simplified Acquisition Procedures in accordance with FAR 13.106-2 Evaluation of Quotes. The Government intends to award one contract resulting from this solicitation. Please read each section below carefully for the submittals and information required as part of the evaluation. Failure to provide the requested information below shall be considered non-compliant and your quote could be removed from the evaluation process. Offeror quotes shall be evaluated under FAR 13.106-2(b)(3) Comparative Evaluation. Therefore, the Government is not obligated to determine a competitive range, conduct discussions with all contractors, solicit final revised quotes, and use other techniques associated with FAR Part 15. The contracting techniques associated with FAR Part 15 are not mandatory. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. Please read each section below carefully for the submittals and information required as part of the evaluation.� The offeror shall complete and submit with offer the following attachments: ATTACHED PAST PERFORMANCE QUESTIONNAIRE ATTACHED RELEVANT EXPERIENCE FORM Failure to provide the requested information below shall be considered non-compliant and your quote could be removed from the evaluation process. Past Performance: Provide (3) references of work, similar in scope and size with the requirement detailed in the Performance Work Statement.� References must include contact information; brief description of the work completed, and contract # (if relevant).� Please utilize Past Performance Worksheet for your references and please submit as part of your quote submission.� References may be checked by the Contracting Officer to ensure your company is capable of performing the Performance Work Statement.� The Government also reserves the right to obtain information for use in the evaluation of past performance from any and all sources. The Contracting Officer may also use information available in the Past Performance Retrieval System (PPIRS) when evaluating contractor past performance. The contracting will review PPIRS for offerors for the last 3 years. If no past performance is available in PPIRS it will be considered acceptable and or neutral. Technical: The offeror s quote shall be evaluated to determine if the organization has the experience and capabilities to provide the requested services IAW the Performance Work Statement in a timely efficient manner.� The offeror shall provide their experience and approach to meet all requirements stated in the Performance Work Statement. The offeror shall complete and submit the Relevant Experience Form. The offeror shall submit a performance plan that reflects an understanding of the scope of work and describe how that work will be accomplished. The offeror shall submit information regarding the ability to manage valet service contracts of similar size and magnitude. The offeror shall describe their ability to respond to changes and increases in workload. The offeror shall describe and provide a contingency plan when schedules are disrupted altered and/or increased or decreased during the life of the contract. Performance Plan: The offeror shall submit a performance plan that reflects an understanding of the scope of work and describe how that work will be accomplished. The offeror shall submit information regarding the ability to manage valet service contracts of similar size and magnitude. The offeror shall describe ability to respond to changes and increases in workload. The offeror shall describe contingency plan when schedules are disrupted altered and/or increased or decreased during the life of the contract. Quality Control Plan: The offeror shall describe how their Quality Control Plan (QCP) will meet the Performance Work Statement (PWS) requirements. The offeror shall provide a copy of your company's QCP as it relates to valet services. The QCP should address staff training plans, ability to meet the workload, especially the scheduling changes, methodologies for identifying and correcting changes to staff level and training, ability to provide adequate supervision, and ability to have appropriate and qualified staff. The offeror shall describe their inspection plan designed to reduce errors such as communication breakdown, missing keys/lost vehicles, stolen items, patient complaints, and timeliness of service, etc. The offeror shall describe the company's contingency plan in the event that the Contractor's electronic valet software for valet parking fails and is not operational. The plan shall address temporary solutions to interruptions in dispatching valet retrievals, tickets and communicating with users. As well as tracking workload, peak times and waiting times during the breakdown. Equipment The offeror shall submit evidence of experience in valet services as specified in the PWS, specifically equipment, operating supplies, and any other resources necessary to complete the tasks for valet services. The offeror shall describe their plan for operating systems for valet software and the utilization for valet service. Staffing The offeror shall provide current resumes of the staff that will be assigned to this project. Resumes should include staff's skills, levels of knowledge in providing valet services, experience in driving the various types of vehicles, customer service history, patient relations and experience in handling different types of patients in a hospital setting. Management The offeror shall submit an acceptable plan that describes an effective process and controls of valet parked vehicles. The plan must include all elements necessary (valet parking software) in the management of vehicles and the times associated. (Valet Parked Vehicles Inventory Management) The offeror shall submit an acceptable risk management plan will identify and address specific risks that may impact this program and its successful implementation and long-term management. The plan must demonstrate the ability to identify specific quantitative and qualitative risks and effective mitigation strategies that demonstrate the clear ability to ensure uninterrupted performance at the required level of product support. The plan must also provide detail regarding subcontractor and vendor management that encompasses the entire population of items within the PWS. (Risk Management) The offeror shall submit An acceptable transition plan must identify all actions required for successful implementation of this contract in accordance with the PWS. The transition plan must provide dates after receipt of award, significant actions, identify actions that may require Government support, and completion of all actions with a specific date for the beginning of service from the Government. An acceptable implantation plan will include how valet parking will be implemented and a seamless transition to carry out service. (Transition plan) The offeror shall submit an acceptable customer service plan will identify the means by which customer service is to include but not limited to how Veterans, and visitors give customer requirements of valet parking per the PWS. service feedback, timeliness of valet parking, how behavior issues related to customer service will be handled. How the onsite supervisor will deal with day to day customer service concerns and how they will be addressed. An acceptable customer service plan shall also address how the offeror will ensure the availability/timeliness of valet parking will keep availability at levels to meet demand without interruption of shuttles. All quotes received without requested documentation will not be considered. SITE VISIT: A site visit will not be scheduled for this acquisition due to the current National Emergency concerning the Novel Coronavirus Disease (COVID-19) Outbreak. However, this solicitation provides a breakdown of the number of outpatient visits at all three locations. Offerors are free to visit any of the three locations on their own to watch the incoming and outgoing flow of patients. WAGE DETERMINATION The DOL Wage Determination for the specific locality applies to this solicitation and any contract awarded is available at https://wdolhome.sam.gov/. Please note the listing below is not all-inclusive wage determination of each area of performance. It is the contractor s responsibility to obtain and evaluate each wage determination locality.
