- DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Coherent Inc., located at 5100 Patrick Henry Drive, Santa Clara, CA. 95054 to provide an upgrade to NIST�s existing Materials Microscopy Laser Systems. The sole source justification is based on the following: To meet mission requirements, the MMRG needs to procure an upgrade to the National Institute of Standards and Technology�s (NIST�s) existing Materials Microscopy Laser Systems with a Coherent Laser Group�s upgrade of the existing system to provide increased spectral coverage with both single frequency continuous wave (from 355nm to 632 nm) and ultrafast, high power, tunability: 150fs at 900nm, >1000mW at 900nm, tunable from 315nm-2600nm.� To maintain and improve the interoperability of the current system with the new system, NIST requires a 100% compatible upgrade for the existing system with regards to wavelength tuning and power lever automation (Coherent Control Software), laser cavity synchronization (Coherent Optoelectronic elements), and pre-existing custom mechanical fixtures. The equipment upgrade includes the following: Coherent Monaco 60-watt Amplifier, Coherent Opera-HP with second harmonic generation, Coherent Genesis CX-3552 Single Longitudinal Mode 355nm Laser, Coherent Sapphire Single Frequency 488-50 488nm Laser, Coherent Sapphire Single Frequency 532-50 532 nm Laser, Coherent OBIS 375nm LX 25mW fiber pigtailed Laser, Coherent OBIS 405nm LX 100mW fiber pigtailed Laser, Coherent OBIS 488nm LX 100mW fiber pigtail Laser, Coherent OBIS 520nm LX 25mW fiber pigtail Laser, Coherent OBIS 633nm LX 50mW fiber pigtail Laser, and a Coherent Laser Box: OBIS 5 bay with Power Supply Market research has concluded no other equipment will be fully compatible with the NIST owned equipment and authorized resellers for Coherent are not available. Given these facts, Coherent is the only source reasonably available to provide the required upgrades. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:00 am EST April 17, 2020, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
