- The U.S. Army Contracting Command � New Jersey, on behalf of U.S. Army Combat Capabilities Development Command � Armaments Center (CCDC AC), Munitions Systems Directorate at Picatinny Arsenal, NJ, is currently seeking potential sources for the manufacture and delivery of the following cartridge: M862A1: DODIC 1305-AC48 � The US Army (FCDD-ACM-MI) has the need to procure a lead-free 5.56mm Plastic Short Range Training Ammunition (PSRTA) in order to provide the capability to conduct close quarters live fire training inside of shoot-houses and reduce the lead exposure to personnel. � The 5.56mm PSRTA ammunition is fired from the M4A1 carbine using an M2 training bolt.� � The 5.56mm PSRTA shall be non-toxic and Lead-Free.� The 5.56mm PSRTA shall be safe to fire at wood, metal, or masonry materials at a minimum distance of five meters.� The 5.56mm PSRTA shall be capable of being safely fired from standard M4 carbine magazines. � The range of the 5.56mm PSRTA shall not exceed 250 meters. � The trajectory/weapons zero of the 5.56mm PSRTA shall be the same as with service ammunition at 25 meters when fired out of the M4 carbine. � The recoil and noise association when firing the 5.56mm PSRTA in the M4 carbine shall be such that it activates the weapon. � The 5.56mm PSRTA shall reach an approximate velocity of 1,300 ft/s @ 78 feet from the muzzle of the M4 carbine. � All energetic materials or components used in the cartridges shall be lead free and Army Energetic Material Qualificaiton Board approved (EMQB). � Planned Acquisition:� The Government contemplates an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Fiscal Years (FY) 20-25 for this acquisition (five years from date of award).� The estimated quantity of 5.56mm PSRTA to be procured for each fiscal year is 2,030,946 rounds. Submission Information:� All responsible and interested sources should submit their capabilities to produce 5.56mm PSRTA-like cartridge configurations.� The respondent must demonstrate and provide valid documentation that they have the ability to produce a minimum of 5,000,000 cartridges annually. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT.� SUBMISSION DETAILS: Each potential source is requested to provide the contract number(s), dollar value(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractor's ability to successfully satisfy the requirements described above. Firms shall also provide point of contact information, where available, for the efforts cited above. In addition, please provide the firm�s name and address, point of contact with telephone number and email address, CAGE Code and DUNS number, and size of business (i.e. large, small, disadvantaged, veteran owned, woman owned, etc.). In addition to the above, each potential source is requested to provide their active DD2345 JCP certification. All data should be sent at no cost to the US Government. The applicable NAICS code for this requirement is 332992 with a Small Business Size Standard of 1250 employees. The Product Service Code is 1305. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. This is a market survey for information only, and shall not be construed as a request for a proposal or as an obligation on the part of the US Government.� The US Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited.
