- THIS IS NOT A SOLICITATION. This is a Sources Sought (SS) notice issued in accordance with FAR 15.201(e) to conduct market research. This SS is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ) or a promise to issue a RFQ in the future. This sources sought does not commit the Government to contract for any supply or service whatsoever. The Department of Veterans Affairs (VA) is not, at this time, seeking quotes and will not accept unsolicited quotes. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this SS; all costs associated with responding to this SS will be solely at the interested vendor's expense. Not responding to this SS does not preclude participation in any future RFQ, if any is issued. Any information submitted by respondents to this SS is strictly voluntary. All submissions become Government property and will not be returned. This announcement is based upon the best information available and is subject to future modification. OVERVIEW: The Department of Veterans Affairs, Network Contracting Office (NCO) 15, has a requirement to establish an agreement for Immunohematology Gel reagents for Transfusion Medicine Testing.at the John J. Pershing VA Medical Center, Poplar Bluff, MO and the Marion VA Medical Center, Marion, IL. It is anticipated that this will be a base year with four option years. The successful proposer must be able to: provide an estimated volume by reagent as reflected for each individual medical center and outpatient clinic laboratory. The Government estimates the volumes per facility but does not guarantee volumes; they are estimates ONLY. Specifications: The Contractor is required to provide a continuously stocked inventory of reagents, controls, and supplies required to ensure that patient care operations are not interrupted. These items shall be of the highest quality, sensitivity, specificity and tested to assure precision and accuracy. Expiration date must be clearly marked on reagent, standards and control containers. Alert/Notification of any delays in shipment as well as any or all technical advisory/recalls/alerts, prior to or simultaneously with field alerts should be forwarded to the designated individuals determined as identified. Technical Requirements: Products must be compatible with the ORTHO Workstation in place at Marion and Poplar Bluff VAMC s. Vendor should provide antigrams listing the antigen typing of cell in the screens and panels. Red cell suspensions must be 0.8% (unless otherwise specified) to allow for use with gel card testing. 0.8% SELECTOGEN reagents must be of group O cells tested by two independent labs using sources of antibody (except where precluded by the rarity of the antibody) to confirm the presence or absence of all blood group antigens specified on the Master List. Product should have a negative direct antiglobulin test using polyspecific Anti-human Globulin. RESOLVE reagents must be a 0.8% suspension of group O red blood cells. Reagents must be tested by two independent labs using sources of antibody (except where precluded by the rarity of the antibody) to confirm the presence or absence of all blood group antigens specified on the Master List. ORTHO CONFIDENCE SYSTEM quality control kit must provide an antiserum containing a blend of polyclonal and monoclonal antibodies and a Group AB+ red blood cell suspension (2- 4%) to be used as a quality control product for red blood cell grouping reagents and antibody detection reagents. MTS Anti-IgG cards must be prepared from pools of sera obtained from rabbits that have been immunized with human IgG. ID-MTS Diluent 2 must be a hypotonic buffered saline solution formulated to give the appropriate pH and ionic strength levels compatible with gel used in the MTS ANTI-IgG Card. MTS Tips must be compatible with the Biohit pipettes in use at Marion, Poplar Bluff and St. Louis VAMC s. II. VETERANS FIRST CONTRACTING PROGRAM: The Dept. of Veteran s Affairs is dedicated to the Veterans First Contracting Program and encourages any certified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) capable of furnishing the required services to respond. In accordance with Veterans Affair Acquisition Regulation (VAAR) sections 819.7005 and 819 7006, if a sufficient number of eligible SDVOSB or VOSB firms are identified during market research the acquisition will be set-aside for SDVOSB or VOSB participation.
