- Amendment 0002: The purpose of this amendment is to address industry questions and to provide the DD 254 for RFI purposes:� Question #1: Is a DD 254 going to be provided? Government Response #1: A DD 254 is attached to this amendment for RFI (bidding) purposes.� Question #2: The appendix references Security Classification Guides, will those be provided?� Government Response #2: No, at this time the Guides will not be provided.� All other terms and conditions remain unchanged.� Amendment 0001: The purpose of this amendment is to revise the response date as detailed below: From: 10 April 2020, 1400 EST To: 11 May 2020, 1400 EST All other terms and conditions remain unchanged.� ______________________________________________________ To support Undersea Constellation (UC) mission requirements envisioned by OPNAV N97, key capabilities require assessment and an in depth understanding of the current and potential future state UC systems. �These UC capability areas include a distributed network System of Systems in the Subsea and Seabed Warfare Area. The Navy will be taking a collaborative approach with industry in order to produce low cost systems that enable long duration and expeditionary support to manned and unmanned undersea systems.� Significant development will begin and continue to be required in this area to ensure sustained undersea superiority. With this in mind, OPNAV N97 is conducting a Request For Information (RFI) to obtain industry input about capabilities of current technology and the feasibility of potential material solutions to develop UC systems and the timeframe within which such solutions can be provided.� We would like information on the design, cost and performance of the respondents� systems/ subsystems as they relate to the desired capabilities described in a separate Classified Addendum to be provided upon request by relevant industry participants and detailed in this abstract.� Proposed solutions need not include all the capabilities described in the Classified Addendum; solutions to specific capability gaps are also welcome.� Please include the following information in your response: ��� a.� Concept Description and Characteristics:� For your concept, provide the usual design information to include design standards, design limitations, performance specifications, and whether the concept is a modification to an existing design or a new design.� ��� b.� Trade Space:� Specify trade space issues and concerns for feasibility, cost, and schedule. ��� c.� Cost Drivers:� Identify and detail any significant cost drivers from the desired capabilities described in this document.� Provide recommended mitigations or innovative approaches to provide the required capability and provide rationale for proposed tradeoffs to maximize capability while minimizing cost. ��� d.� Cost and Schedule Estimates:� ROM cost and schedule information is requested for designing, building, testing, and delivering the initial UC capabilities and preparing for future development.� All costs should be calculated in base year 2022 dollars.� If you are considering prototyping, describe how many would be prototypes and the schedule required for testing to meet the desired capability. ��� e.� Solution Development:� Identify where further development might be necessary to maximize capability effectiveness.� If you know of a potential solution that does not exist, but could with sufficient R&D investment, please provide your best estimate of how much that R&D investment would have to be. Cost as an Independent Variable (CAIV):� Using CAIV provide matrices that compare the potential system in your approach, technical maturity, performance and schedule trade-offs and risks associated with each system/subsystem.� Interested developers, design agents, and integrators are encouraged to respond to this announcement.� Please make your responses as concise as possible: ��� a.� No more than five pages total if possible. ��� b.� Tables and figures/graphics preferred where appropriate. Responses are due 11 May�2020. **A classified appendix forms part of this Request for Information (RFI). This proposal process will consist of an industry engagement with government subject matter experts to present proposals, possibly leading to an opportunity to demonstrate UC capability at an Advanced Naval Technology Exercise.
