THIS IS A SOURCES SOUGHT NOTICE. NO SOLICITATION IS AVAILABLE AT THIS TIME. This notice is not to be construed as a commitment, implied or otherwise by the Government, to issue a solicitation or ultimately award a contract. The purpose of this Sources Sought Notice is to identify potential sources capable of performing the effort described herein pursuant to FAR part 10, Market Research and FAR part 19, Small Business Programs. Information received as a result of this notice will be considered market research and used for planning purposes only. Any information submitted by respondents to this Source Sought Notice is voluntary. The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this notice as a commitment by the Air Force for any purpose, and should refrain from providing proprietary information in the response. 1. INTRODUCTION: This is the initial step in the planning process for Nationally Registered Emergency Medical Technician (EMT) Certification Courses; Nationally Registered Paramedic Certification Courses; and National Association EMT Tactical Combat Casualty Care (TCCC) Courses services contract. The 377 MSG/PKA at Kirtland Air Force Base seeks sources with the capability and interest to provide the following: Emergency Medical Technician (EMT), Paramedic and Tactical Combat Casualty Care (TCCC) training, remediation, tutoring, clinical/internships training, and scheduling of the National Registry (NR) of Emergency Medical Technicians (NREMT) psychomotor and written examinations for the National Registered EMT certification and National Registered Paramedic (NRP) certification. Please see the draft Performance Work Statement for a complete description of the required services and deliverables. 377 MSG/PKA anticipates conducting a competitive acquisition for this effort. The effort is expected to result in a Firm-Fixed-Price contract. NAICS code is anticipated to be 611310, size standard $16.4 million.� 2. INSTRUCTIONS: All interested respondents capable of providing Nationally Registered Emergency Medical Technician (EMT) Certification Courses; Nationally Registered Paramedic Certification Courses; and National Association EMT Tactical Combat Casualty Care (TCCC) Courses are invited to respond electronically with a Statement of Capabilities (SOCs) demonstrating the ability to meet the draft PWS. Responses shall include company name, address, DUNS number, CAGE code, point of contact with email address and telephone number, and �indicate business size (small business, small disadvantaged business, service-disabled veteran-owned small business, economically disadvantaged woman-owned small business, woman-owned small business, or HUBZone) using NAICS 611310, size standard $16.4 million. The Air Force reserves the right to consider a small business set-aside for any subsequent acquisition based upon responses to this notice. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set-aside decision. Statement of Capabilities are limited to 12 pages, and should address the following: 1. Describe your capability to establish an EMT and paramedic satellite training program that is CAAHEP accredited and National Registry approved at Kirtland Air Force Base, NM. 2. Describe your capability to provide instructors and administrative support, as described in the draft PWS, at Kirtland AFB, NM. 3. Do you have the capability to provide an EMT course that does not exceed 25 training days; a Paramedic Course that does not exceed 141 training days; a Tactical Combat Casualty Care course that does not exceed 5 days; and/or provide Combat Medical Skills instructor support for ten (10) training days? If so, include a short description of how this is accomplished. 4. Do you have the capability to provide a full-time instructor cadre where fifty (50) percent of instructors have prior or active duty, U.S. Air Force Reservists/ U.S. Air Force National Guard with combat experience or similar mission set and/or prior training as an 18 Delta, Navy Seal, Pararescuemen, or other similar Special Operations medical experience? If so, include a short description of how this will be accomplished. 5. Are you able to provide college credit for all courses required in the draft PWS? 6. Describe your capability to establish clinical and field internships in Philadelphia, PA area. The USAF PJ Paramedic Program is currently training in this area. 7. Describe your capability to establish clinical and field internships in cities that have embedded Air Force Medical Training programs. 8. Describe your capabilities to conduct the initial EMT and Paramedic courses at your facilities. Include the location, number of students that can be supported, and how many successive courses could be taught there besides the initial courses. Extended training at your facility is for planning purposes only, since it is anticipated courses would transition to Kirtland AFB. 9. Are there any aspects of the PWS that your company is unable to fulfill? 10. Do you have any feedback for the 377 MSG/PKA about the PWS?
