- The National Cemetery Administration (NCA) is soliciting quotations under Request for Quotation (RFQ) Number 36C78620Q0189 to supply topsoil to Ohio Western Reserve National Cemetery. This acquisition is 100% set aside for Small Businesses (SBs). The NAICS Code is 444220; Size Standard is $11.0 million dollars. Units shall be in accordance with the Price Schedule and terms and conditions contained in the solicitation. The Government will award a (5) five-year Blanket Purchase Agreement (BPA) using the best value tradeoff approach resulting from this solicitation to the responsible offeror whose quotation is most advantageous to the Government regarding price. In addition, the Government intends to award without discussions. Therefore, the offeror s initial proposal should contain optimal terms from a price and technical standpoint. Electronic solicitations will be available for download from Federal Business Opportunities https://beta.sam.gov/ on or around April 10, 2020. Responses to the solicitation are due by 4:00 p.m. EST on April 22, 2020. The question and answering period commences on April 10, 2020 and concludes on April 16, 2020 by 12:00 p.m EST.
