- Intent to Sole Sources 36C24920Q00182 This is an Intent to Sole Sources notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources (SDVOSB and VOSB s) to perform a potential requirement. The Department of Veterans Affairs, Network Contracting Office 9, hereby provides notice of its intent to award a sole source, firm fixed price contract, for one(1) base year and four(4) option years, to AcuStaf Development Corporation, 7900 International Drive, Suite 710, Bloomington, MN, 55425. The contract is expected to be awarded under FAR 6.302-1. A Limited Source Justification for Other Than Full and Open Competition will be prepared. The anticipated period of performance shall be from date of award est. 7/1/2020 through 6/30/2025. This sole source award to a Veteran Owned Small Business concern has its authority under 41 U.S.C. 3304 (a)(1) as implemented by way of Federal Acquisition Regulation (FAR) Part 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, and VAAR 819.7008 Sole Source Awards to a Verified Veteran Owned Small Business concern. The contract will provide for labor management software, licensing and support for the AcuStaf Staff Scheduling Program at the Memphis Veterans Affairs Medical Center located at 1030 Jefferson Ave, Memphis, TN 38104-2127. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested SDVOSB/VOSB parties may identify their interest and capability by responding to this requirement no later than April 24, 2020 at 1:00PM, Central Standard Time (CST). All interested parties should provide their capabilities statement and proprietary letter to this software. Purpose and Objectives: This request seeks a solution to automate scheduling and staffing processes; provide decision support for staff assignments based on the objective and variable data as opposed to the best estimates; improve patient care by matching nursing competency to required needs. It allows self-scheduling options to nursing staff and data for outcome measurements. This will enable the Nursing Service to create strategic plans based on retrievable and accurate data. This system also accommodates today s increase in staffing challenges by using 21st century technology. It automates time consuming processes that are now manual, interface with multiple applications that increase efficiencies, data quality, and to support decision making. Staffing schedules are created several weeks in advance; however, as the patient population continually change in a matter of hours, it becomes critical to have access to employee information in order to adjust staffing requirements to manage the clinical nursing needs of Veterans and to facilitate the communication of needs within this facility and its employees. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award. Interested parties are encouraged to furnish information by email only with RESPONSE TO INTENT TO SOLE SOURCE AcuStaf Staff Scheduling Program in the subject line. All documents submitted, will not be returned.
