Description
The Department of Veterans Affairs currently occupies office and related space at the Middle Tennessee State University, Keathley University Center, Murfreesboro, TN 37132 in a lease that will be expiring. The Government intends to enter into a real property succeeding lease contract to lease 167 Rentable Square Footage (RSF) of real property space to yield up to approximately 124 American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Square Footage as office space to provide Veteran students mental health and readjustment counseling. The lease term requirement is for 10 years, five (5) years firm, five (5) years non-firm. The space must be available for occupancy by October 1, 2020. This procurement in being conducted in accordance with FAR 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements. NAICS Code 531120 applies to this procurement. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, the Government is considering alternative space if economically advantageous. In making this determination, the Government, will consider, among other things, the availability of alternative space that potentially can satisfy the Government s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime. The Delineated Area is as follows: Space within or fronting on the following boundaries will be considered: North: Greenland Drive South: Mercury Blvd East: 4700 John Bragg Hwy West: 2419 Halls Hill Pike SDVOSB and VOSB firms are invited to provide information to contribute to the market research for this project. SDVOSB and VOSB firms must be registered in VA s Vendor Information Pages (VIP) site at https://www.vip.vetbiz.gov/ and have the technical skills and financial capabilities necessary to perform the stated requirements. Only SDVOSB and VOSB firms are requested to submit a Capabilities Statement to VA for review. SDVOSB and VOSB firms may provide a Capabilities Statement if they are interested in participating in this project. A submission checklist and information sheet is provided below for firms to fill out and submit, which will serve as the firm s Capabilities Statement. Capabilities Statement Will Include: 1. Company name, address, point of contact, phone number, Dunn & Bradstreet number, and e-mail address; 2. Evidence of SDVOSB or VOSB status through registration at VIP (https://www.vip.vetbiz.gov/); 3. Evidence of ability to offer under NAICS Code 531120 and listing in the System for Award Management (www.SAM.gov), including a copy of the representations and certifications made in that system; 4. A summary describing at least three (3) projects of similar size and scope completed in the past five (5) years that demonstrate your company s experience designing, constructing, and managing Federal leased facilities or health care facilities relevant to the project described above. (3-page limit); 5. Evidence of capability to obtain financing for a project of this size. If desired, the company may also submit a narrative describing its capability. Although this notice focuses on SDVOSB and VOSB, we encourage all small businesses and other interested parties to respond for market research purposes. Expressions of Interest must be submitted to the Contracting Officer by email by 3:00 pm Central Time, Friday, April 17, 2020. Responses after this date will not be considered. Please include the following information: Building name, address and location of available space Amount of offered space in Rentable Square Feet (RSF) and American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Building ownership information, brokers or legal representatives must show written acknowledgement and permission to represent the property. The Department of Veterans Affairs does not cover Broker s Fees.
