Description
Under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, the Centers for Disease Control and Prevention (CDC) contemplates entering into a negotiated, Firm-fixed price type contract with Quest Diagnostics Inc. of Madison, NY. The Centers for Disease Control and Prevention (CDC), Office of Public Health Scientific Services (OPHSS), Center for Surveillance, Epidemiology and Laboratory Services (CSELS), Epidemiology and Laboratory Services, Division of Health Informatics and Surveillance, needs to acquire laboratory test order and test result data at the patient encounter level in order to analyze public health threats based on this data source alone, and/or to combine analytical results with those of similar data sources, whether lab-sourced data or other patient encounter data, to provide a more comprehensive analysis of the topic of interest. The data will be hosted by the Data Hub on CDC servers that are accessible by CDC program staff who have been authorized to access the data for ad hoc analyses of public health threats. The anticipated period of performance is 2 years from the effective date of award, base and option. �This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items, in conjunction with FAR Part 13. CDC intends to acquire commercial laboratory test results for test related to reportable diseases or exposures, such as sexually transmitted diseases, hepatitis, lead exposure, or opioid use. CDC programs require longitudinal data tracking same-patient tests over periods of time in order to assess trends in public health concerns, and trends in cumulative exposure or treatment effectiveness over time.� To the best of our knowledge, only Quest Diagnostics Inc. can provide the analytical services to link same-patient records across years in order to support longitudinal data analyses. Quest laboratories represent the largest volume of commercial laboratory testing with the largest market share in the US. However, any responsible source who wishes to be considered may submit a quote addressing the requirements of the request for quotes (RFQ) when issued. �The RFQ and any amendments to the it will be posted on www.fedbizopps.gov .
