Description
This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures.� This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice.� The associated North American Industry Classification System (NAICS) code is 334515 with a size standard of 750 employees. � Brief Description of Requirements: An RF SoC development platform is required for radio development with the following requirements: 8 12-bit Analog to Digital Converters (ADC)to support 4.096 Giga Samples per Second (GSPS), 8 14-bit Digital to Analog Converters (DAC)to support 6.4 GSPS, and an area less than 30 square inches.� Part description as follows:� �Xilinx Zynq UltraScale+ Development board populated with one XCZU28DR-2 FPGA. Qty-5 The Government intends to negotiate a sole-source contract for the purchase of the requirement described above. The identified sole-source provider/producer of this laser system is as follows: HiTech Global 2059 Camden Ave STE160 San Jose, CA 95124-2024 The product above is the only known product capable of meeting the Government�s needs.� The equipment is critical for planned tests and demonstrations for the Government�s program. The board will be used to develop radio prototypes and will be used in conjunction with radios developed under a separate contractual effort. The radios developed under contract used the same RF SoC Development Board. By using this board on the required program it will mitigate technical, schedule and cost risk by offering the highest compatibility between the radios. This product contains a Xilinx FPGA integrated onto an RF SoC board developed by HiTech Global. Further, the physical size is critical as the boards will be utilized on airborne platforms, thus Size, Weight and Power (SWAP) is a concern. Failure to procure this specific part will cause planned tests to face schedule slides and would also increase costs of the Government�s program. Any delays in acquiring this product will lead to unacceptable delays in fulfilling the Government�s requirements and substantial duplication of cost not expected to be recovered through competition. This is a notice of proposed contract action and NOT a request for competitive proposals. However, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or after 15 May �2020. A Sole Source Justification will be attached to the subsequent Notice of Award in accordance with applicable regulation.
