This is a Sources Sought Notice and is for INFORMATION PURPOSES ONLY.� This IS NOT a REQUEST for PROPOSALS, QUOTATIONS, or BIDS.� Responses to this request will not be returned.� Not responding to this sources sought does not preclude participation in any future and potential solicitation.� It is the intent of the Contracting Office to use this information for market research purposes only.� The survey is being conducted to determine the interest of industry within NAICS 541330 (Engineering Services) contractors for providing the services sought.� The Government WILL NOT pay for the provision of any information, nor will it compensate any respondents for the development of any such information.� If a formal solicitation is released, it will be via the Federal Business Opportunities (http:www.fbo.gov). Project Title: Value Engineering Services Indefinite Delivery/Indefinite Quantity Contract Project Location: Nationwide, Puerto Rico, Guam, and American Samoa Type of Action: Indefinite Delivery Indefinite/Quantity Contract, Firm-Fixed-Price with Task Orders� Project Information: Tasks may include using value methodology or other decision making tools to: perform value based program/project planning charrettes; performing value based project design charrettes; leading value based review of request for proposals and/or plans and specifications; preparing risk determinations and mitigation plans for specific programs/projects; leading lessons learned reviews and after action reviews including participation from project managers, HQUSACE, and project delivery teams to assist with documentation of such reviews; performing traditional Value Engineering workshops for design/bid/build projects that include study of project features and design systems to arrive at recommended alternatives following the six step job plan as recognized by the Society of American Value Engineers (SAVE) International; providing design/build and/or VM/E training. Projects and programs requiring VE services may include large military facilities and campuses, complex navigation and flood protection features, extensive environmental restoration projects, headquarters-level program assessments and evaluations of agency-wide engineering business procedures. Criteria: ����������� Projects similar in scope to this project include: Army Reserve Centers, Schools, Barracks, highly specialized labs for the Military, Fire Stations, Hangars, the design and repair of major civil works infrastructure projects like locks and dams, flood protection system, levees, pump stations, and environmental remediation/removal efforts.� It is not required for the submitted projects to be for the military or the U.S. Government to be considered relevant; however, those who offer a variety that does include military or civil work may be considered more relevant.� Additionally, a project similar in scope, may include formal VE workshops that follow the six step job plan.� At least one of the submitted project VE workshops shall be 40 hours in length and none of the submitted VE workshops shall be less than 24 hours in length. ������������ Projects similar in size to this project include: Value Engineering/Value Management studies for Vertical construction 50,000 � 100,000 sq. ft. such as Army Reserve Centers, Schools, Hospitals, Barracks, Maintenance Facilities and for Value Engineering/Value Management studies for Horizontal construction such as Dams, Levees, air field paving, etc. For each project submitted, please include the following information: a. Identification and verification of the company�s small business status. b. Contractor's DUNs Number(s) and CAGE Code(s). c. A minimum of two (2) senior certified value specialists� (CVS) defined as having at least ten (10) years of experience as a CVS facilitating VE workshops.� A senior CVS�s with a registered professional Engineer or Architect will be regarded more favorably. d. A minimum of one junior CVS defined as having at least one year but less than 10 years of experience facilitating VE workshops.� e. A third senior CVS may be substituted for the junior CVS. f. All CVS�s shall be certified by SAVE with active and current status. g. Descriptions of Experience � Interested firms must provide no more than three (3) example projects with either greater than 95 percent completion or projects completed in the past five (5) years where the interested firm served as the Value Team Leader. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference.� References may be used to verify project size, scope, dollar value, percentages and quality of performance. Example projects must be of similar size and scope.� List the project name and short description (1 paragraph) of three projects; one shall be a building, one shall be horizontal type construction, and the third can be the proposer�s choice.� At least one project must have been done in the last 2 years.� ��������� i. Scope of the project. ��������� ii. Size of the project. ��������� iii. The portion and percentage of the project that was self-preformed. ���������iv. Results of the project (i.e., number of alternatives developed, numbers of accepted alternatives, and overall� cost savings/avoidance). NOTE: Total submittal package shall be no longer than 8 pages. Please only include a narrative of the requested information; additional information will not be reviewed. Interested Offerors shall respond to this Sources Sought Synopsis no later than 21 April 2020 by 10:00 AM Eastern time.
