Description
U.S. GOVERNMENT The General Services Administration (GSA) currently occupies office and related space in a building under a lease in Birmingham, AL that will be expiring soon. The lease term requirement is for two (2) years firm.� The space must be available for occupancy immediately.� State: Alabama City: Birmingham Delineated Area: Central Business Area of Birmingham, AL: North: 11th and 12th Avenue N. South: 10th, 11th, 12th Avenue S. East: RR Tracks, 32nd St. N., and U.S. Hwy. 280/31 West: I-65 and 8th St. S. Minimum Sq. Ft. (ABOA): 88,873 Maximum Sq. Ft. (ABOA): 88,873 Space Type: Office & Other Parking Spaces (Total): 329 Parking Spaces (Surface): 199 Parking Spaces (Structured): 130 Parking Spaces (Reserved, Secured): 329 Full Term: 2 Years Firm Term: 2 Years Option Term: N/A Additional Requirements: Location/Site: The proposed facility shall not be located in the immediate vicinity of any facilities identified by the Interagency Security Committee as �hazardous materials transportation/storage facilities.� Examples of hazardous locations include facilities with potential environmental threats such as fuel storage areas, gas stations, chemical manufacturing facilities, etc. as well as railroad lines transporting hazardous material. The proposed facility shall not be located near Public Defenders, Immigration and Customs Enforcement, Probation Offices, or other businesses or facilities deemed unacceptable by the tenant�s Physical Security Unit for security purposes. Proposed tenant spaces or facilities in close proximity or adjacent to facilities associated with foreign powers identified in the tenant�s National Security Threat List will not be considered. It is preferred that the proposed facility not be located near a low risk facility. Examples of �low risk facilities� include day care centers, senior centers, schools, hospitals, and religious/rehabilitation/social service centers. It is preferred that the proposed facility be a stand-alone facility for the tenant�s sole use and occupancy. The proposed facility must be close in proximity to federal courthouses, the U.S. Attorney�s Office, and other law enforcement partners located in downtown Birmingham, AL. The proposed facility shall be visible to the public. The proposed facility shall provide ample secure parking. The proposed facility shall provide easy access to Interstates 20/59 and 65. Parking: Facilities with open/general public parking below the building proposed for the tenant office will not be considered. Building/Layout: The space shall be located in a modern quality building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum, or other permanent materials in good condition and acceptable to the GSA Lease Contracting Officer. If not a new building, the space offered shall be in a building that has undergone, or will complete by occupancy, modernization or adaptive reuse for the space with modern conveniences. The offered space must provide for an efficient layout as determined by the GSA Lease Contracting Officer. Ceilings shall be at a minimum 9 feet and 0 inches and no more than 12 feet and 0 inches measured from floor to the lowest obstruction. Areas with raised flooring shall maintain these ceiling-height limitations above the finished raised flooring. The proposed facility must meet Facility Security Level III requirements including but not limited to emergency generators, vehicle barriers, and shatter-resistant window protection on all exterior perimeter windows. The proposed facility shall meet the tenant�s stand-off distance requirements. The proposed facility must accommodate ammunition and firearms storage. The proposed facility must accommodate a full service automotive shop, preferably attached to the facility, with onsite oil storage. The proposed facility shall allow for the tenant�s installation of roof-mounted antenna(s). 24-hour access to the space shall be available 7 days a week, 365 days per year. Other typical and special requirements as called for in the Request for Lease Proposals (RLP) package. Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 100-year floodplain. The Government is considering alternative space if economically advantageous.� In making this determination, the Government will consider, among other things, the availability of alternate space that potentially can satisfy the Government�s requirements as well as costs likely to be incurred through relocating such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime. All submissions should include the following information: Name of Owner; Address or locational description of the building; Age of building; Total existing gross square feet; and gross square feet per floor; Site plan depicting the building and parking; Floor plan and gross square footage of the proposed space; Identification of on-site parking and whether expected rental rate includes cost of parking; A map demonstrating the building is within the delineated area; FEMA map evidencing that the building lies outside the 100-year floodplain; Building owners must provide evidence of ownership.� Non-owners (e.g. prospective developers/lessors) submitting a building must provide evidence of permission or authority granted by property owner to submit the building to GSA for development; Estimated rental rate per rentable square foot, fully serviced. � The Government�s decision regarding whether to relocate will be based, in part, on information received in response to this advertisement.
