- This Request for Information (RFI) seeks to obtain information from industry about the capabilities to produce high-security laminate for the purposes of official credentialing. U.S. Customs and Border Protection (CBP) is one of the U.S. Department of Homeland Security�s (DHS) largest and most complex components, with a priority mission of protecting the nation�s borders and keeping terrorists and their weapons out of the United States. It also has a responsibility for securing and facilitating trade and travel while enforcing hundreds of U.S. regulations, including immigration and drug laws.� CBP protects our nation�s borders from terrorism, human and drug smuggling, illegal migration, and agricultural pests while simultaneously facilitating the flow of legitimate travel and trade. The mission is accomplished by both law enforcement and non-law enforcement personnel who are issued official credentials.� These credentials relay the specific authorities of the position, as well as, the identity of the bearer.� Badges and/or credentials authorize the bearer to perform specific official functions as mandated by law, statute, or position assigned.� Given the importance of both continuity and security with respect to CBP credentials, specially designed security holographic overlay laminate is required to be heat laminated over every issued CBP credential. CBP issues a two-part official credential consisting of one �upper� part credential and one �lower� part credential, with each credential part requiring specially designed security holographic overlay laminate to be heat and/or adhesive sealed.� Additionally, CBP credentials contain high-level security features that are required to prevent unauthorized reproduction, replication, and counterfeiting, as well as offering overt, covert, and forensic levels of protection and enhanced security features in support of CBP law enforcement, investigations and inspections.� CBP is interested in learning about the capabilities of vendors to produce high- security laminate in support of this function.� Information on laminate products, which are not capable of meeting the high-security features and requirements described herein, is not requested.
