- Notice of Intent. The Department of Veterans Affairs, Network Contracting Office (NCO) 21 intends to solicit and negotiate with Beckman Coulter, Inc. for the DxC 800 Chemistry Analyzers Cost Per Reportable Result (CPRR) on a short-term basis for use at the VA Southern Nevada Healthcare System, Las Vegas, NV. Determination of this sole source procurement is in accordance with FAR 8.405-6(c)(1), Only one source is capable of providing the supplies or services required at the level of quality required, because the supplies or services are unique or highly specialized. It is the Government s belief that under the current circumstances Beckman Coulter, Inc. is the only vendor that can meet the agency s needs. The VA Southern Nevada Healthcare System is currently using the DxC 800 chemistry analyzers on a CPRR basis. The station is currently in the process of soliciting a new competitive long-term Indefinite Delivery Indefinite Quantity (IDIQ) Contract to replace the current equipment identified as: chemistry analyzers, 2 Beckman Coulter DxCs, and immunochemistry analyzers, 2 Siemens Centaurs. The Pathology and Laboratory Medicine Service is well into the process of submitting a request for new equipment to replace its current Automation Line, Automated Storage System, Chemistry and Immunochemistry analyzers. However, a short-term bridge contract for the Beckman Coulter to continue with their current chemistry analyzers, until the above mentioned long-term IDIQ can be submitted, awarded; and the new equipment can be procured, installed and approved for reporting patient testing. The laboratory has specific regulatory and accreditation guidelines for evaluating the many technical factors that could be affected any time there is a change in the way a test is performed. This evaluation must be completed and reviewed prior to any patient results being reported. Changes in test performance include, but are not limited to different reagent manufacturer, different method of performing test, and different analyzer. Due to the limitations placed on the laboratory by accreditation standards and the ongoing project to replace all chemistry and immunochemistry analyzers as soon as possible, it would place an undue burden on the laboratory at this time to award a contract for the chemistry reagents to anyone but Beckman Coulter, Inc. in the short term. This notice of intent is not a request for competitive quotes. No solicitation documents are available and telephone requests will not be accepted. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Information can be sent to mandy.thompson2@va.gov . Responses will be considered by the Government; however, a determination by the Government not to compete the proposed acquisition based upon responses of this notice is solely within the discretion of the Government.
