PRESOLICITATION NOTICE VISN-9 HOME DME SERVICES Page 4 of 4 Authority: FAR part 5 IAW 15 USC 637(e) and 41 USC 1708. PURPOSE: The posting of the Pre-solicitation Notice is for vendor planning purposes only. **Do not send any offers, quotes, or proposals until actual posting of the solicitation.** The Government is not obligated to and will not pay for information received because of this announcement. This pre-solicitation notice in no way obligates the Department of Veterans Affairs (VA) to issue the referenced request for offers (RFO). The VA does not guarantee the issuance of the RFO nor that the information contained in the Pre-solicitation Notice will remain unchanged upon issuance of an RFO. The applicable NAICS code is 621610 with a size standard of $16.5 million. Questions concerning this procurement may be directed to the contract specialist, Sascha Hertslet, sascha.hertslet@va.gov OBJECTIVE: This Presolicitation Notice seeks to publicize the VISN-9 requirement for home durable medical equipment (DME) service support in accordance with the above-stated authority. This DME service is prescription (Rx)-driven, providing the following Government-owned items (list is not all inclusive) to Veteran beneficiaries: Manual or electric hospital beds, regular or specialty mattresses, manual or power lifts (does not include vehicle-type), scooters, basic wheelchairs (not custom), walkers, etc. This service will be to provide services 24-hours a day and 365-days a year upon prior approval from the assigned VAMC official(s) for delivery, assembly, training, storage, repair and disposal of Government-Owned DME, which cannot be met with existing VA Medical Center prosthetics or logistics staff. DME covered by this requirement will be required to be separately-stored, assessed for repairs or disposal, cleaned and sanitized, and subject for re-issue from the contractor s premises to the Veteran-beneficiary s home. A properly licensed and established storage/warehouse located within the area of the serviced VAMC is required to ensure timely response to Veteran beneficiary need. The offeror must have an inventory tracking system in-place before contract award and be available for short notice emergency deliveries. The offeror is expected to have DME experience and the proper certifications to meet the Joint Commission standards for the tasks of this requirement. The offeror shall develop mechanisms and methods to register complaints, resolve emergencies, issue approval of Patient Rights and Responsibilities, and provide pertinent documentation of performing all tasks as identified herein. The government has no intention of buying any DME under this requirement. DME direct home shipment is DME ordered and sent directly to the Veteran Beneficiary s home and is not covered in this requirement. Any instruction-in-use for DME direct home shipment products is the responsibility of the contracted vendor to which the ordered product came from, and is not covered in this requirement. A Request for Offers (RFO) will be released on or about April 10, 2020 and will close on or about May 12, 2020. It is anticipated that the contract will have five ordering periods from October 1, 2020 through September 30, 2025. No options are considered. SERVICE AREA: The patients under this pending contract are served by VISN 9 VA Medical Centers in Louisville, KY, Lexington, KY, Mt Home, TN, Memphis TN, and Tennessee Valley Health Care consisting of Nashville & Murfreesboro, 24-hours a day, seven days a week, including holidays. The area of service shall be all patients serviced by the VISN 9 VA Medical Centers, including surrounding areas, regardless of where patient resides. Should a Veteran(s) be located within a zone that is not listed for that particular VA Hospital, but is within a zone listed through a separate VA Hospital, the Government reserves the right to purchase the services from the contractor awarded the contract for the zone that the Veteran resides in.
