Notice of Intent to Sole Source THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. Reference#: N0025920N0036. Naval Medical Center San Diego (NMCSD) intends to award a firm fixed price sole source contract under the authority of FAR 13.106-1(b)(1)(i), only one source being available to meet the Government�s needs, to: Strategic Operations, inc. 4705 Ruffin Rd. San Diego, CA 92123-1611 The North American Industry Classification System (NAICS) code for this requirement is 531120; the business size standard is $30 million. The objective of this sole source award is to procure rental space from Strategic Operations, Inc. The Naval Medical Center San Diego (NMCSD) Tactical Combat Casualty Course (TCCC) Division currently maintains equipment and supplies at Strategic Operations, Inc., as well as conducting BUMED required TCCC training courses (48 person/class). The TCCC Division requires this space for operational commitments. This requirement is needed so that NMCSD can properly train our staff members and the Fleet. Utilizing realistic training scenarios, we are able to provide better training to improve combat readiness. Strategic Operations, Inc. is required to provide all services, materials, and equipment necessary for the successful facilitation of courses, training events, and research being conducted through the TCCC Department. Strategic Operations, Inc. is the only source that can perform all of the following requirements: Controlled access facility with gate security Classroom space for up to 48 students � 5 days a week Classroom that has an attached instructor viewing room with one way tinted glass allowing for student observation and instructor privacy. Classroom that has minimum of five (5) TV monitors on the walls for student/instructor viewing of information Use of one (1) forty foot shipping container with shelving for storage located 50 feet from the classroom to housed NMCSD TCCC Consumables Classroom with large projector screen and projector for viewing of information Large 12 foot long wall mounted dry erase board for instructor use� Access to two (2) Situational Training Lanes located within 50 feet of the classroom Classroom to be taught by the Navy TCCC Training Specialist with deployment knowledge Assistance in transporting all classroom materials and supplies from NMCSD (Balboa) to the Training Facility. Four (4) dedicated parking spots. Use of restroom facilities to facilitate up to 48 students Teach NMCSD/Certified NEMTI training site/Navy TCCC courses This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work.� Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point.� All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
