The Department of State�s mission is to advance U.S. national security interests, fight terrorism, protect U.S. interests abroad, and implement foreign policy initiatives that build a freer, prosperous and secure world.� Mission of the Bureau of International Narcotics and Law Enforcement Affairs (INL): INL is under the Under Secretary for Democracy and Human Rights (J) and works to keep Americans safe at home by countering international crime, illegal drugs, and instability abroad. INL helps countries deliver justice and fairness by strengthening their police, courts, and corrections systems. These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.� The Office of Knowledge Management�s Technical Advisory Division (INL/KM-TAD) provides policy guidance and assists INL program offices in addressing the full range of criminal justice, corrections, and law enforcement issues globally. �INL/KM-TAD also assists INL in developing strategic partnerships with US state, county, municipal, and federal law enforcement agencies, to improve the quality and personnel of INL programs, and includes domestic seaports on the roster of partner agencies. Criminal justice, law enforcement, and maritime security assistance is a core component of rule of law development, which is critical to helping countries fight destabilizing crime / corruption and promoting good governance. �Currently, INL manages criminal justice, corrections, and law enforcement policy and programs in numerous countries, employing thousands of people in the field to implement these programs. �Improving seaport security is a significant part of the INL�s efforts to improve global border security and disrupt transnational criminal networks. Seaports are convergence points in the global supply chain for a wide variety of illegal activities such as drug transportation, migrant smuggling and human trafficking. �These problems require a holistic approach that addresses multiple stakeholder perspectives and incorporates an understanding of the complex global forces that drive the problem. The purpose of this Personal Services Contract is to fill the Outreach and Maritime Program Officer to provide high-level guidance and assistance on a full range of outreach and partnership issues. �The Officer will provide outreach, partnership support, and subject matter expertise assistance to INL, the Department of State, the interagency and partner organizations. The Officer is the central figure in developing strategic partnerships with maritime agencies, and in conducting outreach to academic institutions. �S/he will represent INL with the U.S. interagency, justice, and maritime sector entities to improve information sharing, advertise INL�s work, build constituents, improve coordination, improve public diplomacy, and develop future partnerships. DUTIES AND RESPONSIBILITIES� Under the direct supervision of the Washington-based INL/KM-TAD Cross Functional Team Leader or his/her designee, the Outreach and Maritime Program Officer will perform the following duties: 1.�� �Serve as the lead program officer on INL�s Seaport Partnership Program to develop partnerships with seaports in the United States to assist INL�s border security and border control objectives. �Manage and advise on the maritime outreach and partnership plan. � 2.�� �Serve as INL�s point person on the Global Shield Program working closely with colleagues in CT and other USG agencies. �Coordinate directly with the World Customs Organization�s (WCO). Prepare briefing papers, tracking progress, making recommendations, and attend meetings as needed. 3.�� �Serve as INL�s point person on the Criminal Justice Collaboration and Partnership Program (CJ-CAP) to identify and manage a short-term collaborative fellowship program for international criminal justice practitioners. �Responsibilities include coordinating fellowship nominations, liaison with peer institutions and professional counterparts in the United States and establishing multi-disciplinary team of U.S. based mentors. � 4.�� �Serve as the lead for INL/KM-TAD�s academic outreach efforts, including the Department�s Diplomacy Lab, virtual fellows program and internships.� 5.�� �Conduct research into countries/topics of interest as identified by the outreach team and analyzes this information for trends, best practices and important developments, including major incidents or reforms. 6.�� �Provide subject matter expertise in drafting analytical reports, briefing materials, and technical and informational memoranda on specific subject matters as assigned. 7.�� �Review and analyzes policy documents, often technical in nature, and prepares options and develops strategy for consideration by team leaders and office directors; 8.�� �Participate in working groups, coordinates findings and summarizes information for senior staff. 9.�� �Create and produce statistical charts to measure the impact of INL police, corrections, law enforcement, and justice training in improving international capacities to conduct police, corrections, law enforcement, and justice operations. 10.�� �Assist police, corrections, law enforcement, and justice advisors with conducting trend analyses resulting from the capture of data and key performance indicators. 11.�� �Assist the Office Director and Division Chief with budget tracking, obligations, liquidations, and other related tasks. 12.�� �Complete ARIBA training and support KM staff with submitting ARIBA requests, as needed. 13.�� �When required, perform the role of Duty Officer. 14.�� �Perform other duties as requested and assigned directly related to this Statement of Work. 15.�� �Perform services that fall within the general scope of work and overall INL mission at physical locations other than Washington INL headquarters, including within other INL offices, bureaus or other USG agencies for a period not to exceed six (6) months.� TRAININGS & DISTANCE LEARNING COURSES 1.�� �Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of contract start date. 2.�� �Complete High Threat Security Overseas (HAT401) Seminar and if applicable - complete the mandatory Foreign Affairs Counter-Threat (FACT) Course (OT650) when required by Department policy for �deployments to Post. � PLACE OF PERFORMANCE & TRAVEL REQUIREMENTS Washington, DC. Occasional overseas and domestic travel may be required. RELATIONSHIPS The Outreach and Maritime Program Officer will report to the INL/KM Cross-Functional Team Lead who reports to the Technical Advisory Division Chief. �This position does not have any supervisory responsibilities. The Team Lead will provide yearly performance reviews to the INL/EX/GAPP Contracting Officer in Washington, D.C. to contribute to the incumbent�s official yearly review. COMPLEXITY This position involves planning, organizing and completing financial and organizational analysis of enormous complexity. �Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing and determining the scope and depth of studies/audits to be undertaken. �The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counternarcotics programs, which is of significant interest to the public and to Congress. PERIOD OF PERFORMANCE The period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions. MINIMUM QUALIFICATIONS 1.�� �U.S. citizenship with the ability to obtain and maintain a Department of State Secret level security clearance. (Security clearance upgrade to TS level may be required). 2.�� �A graduate degree in criminal justice from an accredited college or university, with a specialization in seaport criminology.� 3.�� �Demonstrated experience establishing and maintaining effective relationships in the area of maritime and port security.� 4.�� �Demonstrated experience establishing and maintaining effective relationships with academia with a minimum of two (2) years of experience working closely with domestic and international law enforcement agencies on maritime and seaport law enforcement issues. 5.�� �Demonstrated skill and ability in managing multiple concurrent activities, such as budget preparation and submission, technical assessments of seaport capacities, communications with multiple agencies, all of which are of varying complexity and can involve changing priorities and short turn-around times. BASIS OF RATING: Offerors who clearly meet the Education/Experience Requirements will be further evaluated based on scoring of the Evaluation Factor responses. Failure to specifically address the Evaluation Factors may result in your not receiving credit for all of your pertinent experience, education, training and/or awards. INL will not pay for any expenses associated with the interviews. In addition, applications (written materials and interviews) will be evaluated based on content as well as on the applicant's writing, presentation, and communication skills. In the event that an applicant has fully demonstrated his/her qualifications and there are no other competitive applicants, INL reserves the right to forego the interview process. COMPENSATION (BASE PAY) This position has been designated at the GS-13 equivalent level ($102,663 - $133,465 per annum). Final compensation will be negotiated within the listed market value based upon qualifications, previous relevant experience and work history, salary and educational background. Salaries, including any recruitment supplemental pay that exceeds the listed pay range, will not be entertained or negotiated.
