- The Department of Veterans Affairs, Veterans Integrated Service Network (VISN 2), James J. Peters VA Medical Center, Bronx, New York, intends to negotiate on a sole source basis (IAW FAR 13.501) with Becton, Dickinson and Company (BD Diagnostic System). This acquisition is being conducted under the FAR 13 Simplified Acquisition Procedures. The James J. Peters VA Medical Center has a requirement for the Microbiology Laboratory and accessories. The analyzer must be compatible with the specimen processor BD Kiestra. James J. Peters Bronx VAMC already own the Kiestra and looking for something compatible with: One (1) Matrix-Assisted Laser Desorption/Ionization - Time of Flight Mass Spectrophotometer (MALDI-TOF) mass spectrometry. A MALDI TOF method is needed and should require minimal sample preparation and must offer low consumables cost, and compatible with the BD Kiestra System that Bronx VAMC already own. b) One (1) standardized microbiological system for the identification (ID) and antimicrobial susceptibility testing (AST) of microorganisms that must be compatible with the BD Kiestra, Total Laboratory Automation System already owns by the Bronx VAMC. The intended procurement will be classified under North American Industry Classification System (NAICS) 325413 with a Small Business Size Standard of 1,250 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. Interested parties may identify their interests and capability to respond to this requirement by April 23, 2020 at 11:50 PM (EST). Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. When responding to this announcement, respondents should refer to Announcement 36C24220Q0566 - Notice of Intent to Award Sole Source. A determination not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government anticipates the award of a firm-fixed price contract. Based on the above information, it has been determined that the only company authorized to distribute this equipment is Becton, Dickinson and Company (BD Diagnostic System).
