Existing IDIQ Contract HHSN261201400004I Title:� �Technical Support for Cancer Surveillance� Contracting Office Address: U.S. Department of Health and Human Services (DHHS), National Institutes of Health (NIH), National Cancer Institute (NCI), Office of Acquisitions, 9609 Medical Center Dr., Room 1E214, Rockville, MD 20850-9700. Note:� THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. This notice is pursuant to FAR 5.201(b)(1)(ii), follows the Justification and Approval notice posted on July 14, 2014, a Presolicitation notice posted on Apr. 18, 2014, and a Sources Sought notice that was posted on Feb. 22, 2014 under HHS-NIH-NCI-SBSS-PCPSB-35000-41. Background: The Department of Health and Human Services, National Institutes of Health, at the National Cancer Institute, the Division of Cancer Control & Population Sciences, and the Office of Acquisitions intends to issue a sole source modification to increase the maximum value the IDIQ contract HHSN261201400004I with the North American Association of Central Cancer Registries (NAACCR) of Springfield, IL. This increase of the IDIQ maximum value is being established in order to continue providing support services, for continued efforts undertaken by the Surveillance Research Program (SRP) to collect and analyze pertinent data in order to answer key questions about cancer incidence, morbidity, mortality, and cancer-related health status in diverse regions and populations in the United States. Specifically, the increased maximum value will support Childhood Cancer Data Initiative (CCDI) related to the Childhood Cancer Survivorship, Treatment, Access, Research (STAR) Act (signed into Public Law No. 115-180 in June 5, 2018). While this CDDI initiative is within the scope of the current IDIQ Statement of Work (SOW), it was not known at the time of the acquisition planning in 2014 nor factored when determining the current IDIQ�s maximum value. Since this contract was awarded in 2014, it has supported on-going training/educational workshops and working groups to disseminate technical assistance and improve effectiveness of registry operations, trans-agency investigations of data comparability and quality, publication of pooled data based on statistical analyses and quality control field studies, and development of quantitative methods and metrics that assess data quality and benchmarks for pooling. Statutory authority:� 41 U.S.C. 253( c )(1), as set forth in FAR 6.302-1(a)(2)(ii), only one responsible source and no other services will satisfy agency requirements. The NAACCR is the only responsible source and no other services will satisfy agency requirements. The NAACCR has provided these services since the start of the award period of the sole-sourced IDIQ contract, HHSN261201400004I, on July 1, 2014. The NAACCR has since established infrastructure and staff to continue to support training/educational workshops and working groups to disseminate technical assistance and improve effectiveness of registry operations, trans-agency investigations of data comparability and quality, publication of pooled data based on statistical analyses and quality control field studies, and development of quantitative methods and metrics that assess data quality and benchmarks for pooling. Based on their experience with current task orders and resources in place, the NAACCR is the only qualified Vendor for the needed IDIQ contract maximum value increase. If the current IDIQ�s maximum value is not increased via this action, all Programmatic CCDI related requirements� that complement, enhances and support efforts aligned with the ongoing Childhood Cancer STAR Act �will not occur until July 1, 2021; when the follow-on award to this IDIQ requirement will go into effect. This would create significant unacceptable delays in fulfilling the agency�s requirements in support of the ongoing Childhood Cancer STAR Act. Moreover, there is an immediate FY 2020 Programmatic need for the IDIQ maximum value to be increased in order to fund a task order for the CDDI related National Childhood Cancer Registry (NCCR) requirement. This task order would be funded from� FY 2020 CCDI funds that support the ongoing Childhood Cancer STAR Act. The proposed contract modification is for services for which the Government intends to continue with one source for the stipulated increase to the IDIQ maximum value under authority FAR 6.302. This contract will be recompeted with an anticipated follow-on effective date of July 1, 2021.
