Description: Title: 2020 JSOC Capability and Technology Interest Items Description(s): The Joint Special Operations Command (JSOC) has assembled two (2) versions of Special Operations Forces (SOF) Capability and Technology Interest Items: a SECRET listing and a subset at the UNCLASSIFIED level.ï¿½ The lists will be available for release to Industry, Academia, and National Labs in May 2020.ï¿½ï¿½ï¿½ ï¿½SYNOPSIS: 2020 JSOC Capability and Technology Interest Items ï¿½A. INTRODUCTION: This notice is NOT a Broad Agency Announcement (BAA), solicitation for proposals, proposal abstracts, or quotations.ï¿½ The JSOC mission is to conduct studies; training; exercises; research, development, testing, and evaluation; and acquisition and procurement to ensure interoperability among SOF, general purpose forces, and interagency and foreign partners. JSOC has assigned and attached subordinate units and may deploy to support Geographic Combatant Commander's training, exercises, activities, and operations. It is JSOCï¿½s desire to inform and influence industryï¿½s internal investment decisions in areas that address SOFï¿½s most sensitive and urgent interest areas.ï¿½ Many in industry have demonstrated expertise, capacity, funding, and a desire to better understand and invest in SOF unique interest areas. Factors that make this unique collaboration opportunity attractive include: 1) Increasing Military Budget Austerity - SOF is a judicious transition partner whose future resourcing is among the most well-preserved of the military Services. It is JSOCï¿½s desire to improve collaboration in an era where budget austerity tends to erect barriers to open communication. 2) Intellectual Property (IP) - The commercialization of dual-use (government/ commercial) technology can reduce costs to the government, but government contracting IP clauses can restrict industryï¿½s ability to capitalize on their own IP.ï¿½ Our proposed collaboration model preserves and protects industryï¿½s ownership of their intellectual property.ï¿½ Why does it matter?ï¿½ The technical advantage of US Special Operations is both critical and time sensitive.ï¿½ The time involved in the formal Requirements, Contracting and Acquisition processes can delay the identification, development, demonstration and fielding of cutting-edge capabilities and negatively affect that technical advantage.ï¿½ Teaming with problem solvers early can mitigate process delay and help SOF maintain our technical advantage and provide our industry partners with unique insight. B. OBJECTIVE: The purpose of this Special Notice is to: 1) provide Industry the ability to request the 2020 JSOC Capability and Technology Interest Items list in order to help focus Industry research and development decisions toward JSOCï¿½s unique interests; and 2) briefly discuss various ways of industry engagement with SOCOM and JSOC. JSOCï¿½s Capability and Technology Interest Items listing includes multiple interest items in each of the following categories: Advanced Analytics (AA) Breaching (BR) Chemical, Biological, Radiological, Nuclear, Explosives (CBRNE) Communications Electronic Warfare (EW) Explosive Ordinance Disposal (EOD) Fire Support (FS) ï¿½Information Technology (IT) Intelligence, Surveillance and Reconnaissance (ISR) Knowledge Management (KM) Power and Energy (P&E) Scalable Effects Engagement (SSE) Signature Management (SM) Situational Awareness (SA) Soldier Survival (SS) Target Engagement (TE) JSOC plans to provide Industry representatives with several engagement options including, but not limited to, submitting responses to the SOCOM Broad Area Announcement (BAA), submitting applications to participate in SOCOM Technical Experimentation (TE) events, Vendor Loan Agreements (VLA), and entering into a Collaborative Research and Development Agreement (CRADA) with SOCOM/JSOC.ï¿½ Additionally, JSOC will participate in the 2020 virtual Special Operations Forces Industry Conference (SOFIC) recently announced by the NDIA during which we can answer questions on our Interest List and engagement opportunities. ï¿½ JSOC does NOT anticipate issuing Requests for Proposals and/or awarding contracts as an immediate result of this Special Notice. ï¿½ ï¿½ C. REGISTRATION: Requests for the Unclassified 2020 JSOC Capability and Technology Interest Items list can be emailed to osd.jcte@mail.mil, and should include: Requestor Name Company Name Those individuals requesting the classified list should fill out the Capability and Technology Interest Items Request Form excel document attached to this Special Notice.ï¿½ This form includes items one and two above, and the additional required information below: CAGE Code Classified Mailing Address: both Inner and Outer labels including the Attn: line POC Delivery Method: Pick up (specify CD or paper hard copy); via email on SIPR, JWICS, CWAN/GWAN; or via registered US mail (specify CD or Paper Hard Copy) ï¿½ NOTE: All requestors within a 75 mile radius of the Pentagon in Washington, DC who cannot receive the list via email will be required to pick up the list.ï¿½ ï¿½ D. SPECIAL NOTICE: JSOC will utilize contractor consultant/advisors to assist with the distribution of the 2020 Capability and Technology Interest Items list.ï¿½ All advisors comply with procurement integrity laws and sign non-disclosure agreements.ï¿½ The Government shall take into consideration requirements for avoiding conflicts of interest and ensure advisors comply with safeguarding proprietary data.ï¿½ Contractor consultant/advisors will also be involved in follow on collaboration with selected Industry partners, including managing and maintaining websites/databases and other tasks JSOC assigns.ï¿½ ï¿½ Primary Point of Contact: JCTE Team osd.jcte@mail.mil
