Description

The Naval Air Systems Command (NAVAIR) intends to issue a Basic Ordering Agreement to ERAPSCO, 4868 E Park 30 Drive Columbia City, IN 46725-88, on an other than full and open basis for the procurement of continued Engineering Support Services (ESS) and Research and Development (R&D) on AN/SSQ Sonobuoys managed by the Air ASW Systems Program Office (PMA-264). The �award is anticipated to be in October 2020 and will be a five-year Basic Ordering Agreement. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, ''Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements."" ERAPSCO is the sole designer, developer, and manufacturer of the proprietary, current qualified ERAPSCO AN/SSQ series production sonobuoy designs. ERAPSCO is the only supplier that has the requisite knowledge of its proprietary AN/SSQ series production sonobuoy designs sufficient to develop modifications and integrate improvements to these sonobuoys. The 14 February 2020 Sources Sought Notice provided the opportunity for interested persons by 28 February 2020 to submit a Capability Statement identifying their interest and capability to respond to the requirement or submit proposals. The Government did not receive any capability statements in response to the Sources Sought Notice. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within forty-five days after the publication date of this synopsis. A determination by the Government not to compete this proposed Basic Ordering Agreement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
