Description
The National Aeronautics and Space Administration (NASA) Johnson Space Center (JSC) has a requirement for the Exploration Extra-vehicular Mobility Unit Project (xEMU) �Exploration Liquid Cooling and Ventilation Garment (xLCVG) Connectors. The xLCVG connectors will integrate with primary and auxiliary cooling and ventilation lines for the xEMU project. This acquisition supports the xEMU Project during Qualification and Flight of the xEMU for Demonstration and Lunar 2024 Suits. NASA JSC intends to purchase the items from Airlock, Incorporated. Airlock is deemed the only vendor capable to deliver the xLCVG Connectors without significant impacts of schedule and substantial duplication of costs for the Government. Airlock has a thorough understanding of the xLCVG Connectors and has spent a significant time and labor developing the designs and fabrication processes.� As a result, Airlock possess the knowledge to perform flight-quality fabrication documentation, processes, and performance verification testing capability specific to this requirement. Acquiring these connectors from any other company would result in duplication of costs to the design, development, qualification, and testing of the hardware. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 24, 2024.� Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.� A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
