- DISCLAIMER This is a REQUEST FOR INFORMATION (RFI) NOTICE for Market Research ONLY.� The information collected through this process is considered to be market research as described by FAR 2.101 and in accordance with FAR 10.002.� NO AWARD shall be made from this RFI.� Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement.� In addition, vendors responding to this RFI shall bear all risks and expenses of any resources used to provide the requested information.� The submission of capability information in response to this market survey is purely voluntary.� INTRODUCTION � The Federal Bureau of Investigation (FBI) is issuing this RFI to gather responses from private sector entities, educational institutions and non-profit organizations, and other interested parties for the procurement of custom vehicle antennas and related services.� The FBI relies on the use of portable and mobile vehicle radio antennas in response to field requirements for products in support of current and future missions. � BACKGROUND � The FBI requires custom vehicle antennae and related services to meet the needs of day-to-day, special, covert, and undercover requirements for radio communications FBI wide.� The necessity of maintaining a completely discreet fa�ade mandates the mobile radio system would have to be easily concealed from the casual observer, as well as fleet service repair vendors.� When applicable, the antenna needs to appear to be identical to factory installation.� It is also essential that the vendor is able to rapidly react to dynamic changes in technology as well as FBI directed tasks for required technical enhancements to products as required.� � SCOPE OF SERVICES The vehicle antenna and service provider must be able to meet the following service support requirements: The Contractor shall provide, design, modify and/or manufacture a full line of custom antennas for use with Motorola XTS, XTL, and APX radios for ALL makes and models of vehicles in support of FBI operations.� In addition, the antennas must be manufactured in the United States. The antennas shall provide sufficient bandwidth to cover the UHF, VHF 700 and 800 MHz frequency ranges the FBI utilizes. The Contractors� products shall provide superior audio performance and have the ability to withstand a high level of abuse from the environment or the end user.� The Contractor shall have the ability to interface their products with FBI radio platforms and/or provide customization of products for special requirements. The Contractor shall have access to test lab capabilities to support product design and evaluation. The Contractor shall have access to full-service machining, stamping, molding, and cabling manufacturing capabilities for product support and development.� The Contractor shall identify and conduct trade studies, trade off analysis, and cost effectiveness analysis to ensure a thorough and comprehensive set of opinions are utilized when presenting new products. The Contractor shall be subject to a thorough background investigation and required to maintain a security clearance.� The Contractor shall provide the Government with a standard warranty period on all products and services.� The Government may in some cases, require an optional extended warranty for some selected products. The Contractor shall provide a minimum of two prototypes for any product designed or developed for the Government for testing and evaluation purposes. The Contractor shall provide proper packaging for all equipment and products shipped to prevent damage. The Contractor shall provide Free on Board (F.O.B.) Destination to any and all Government facilities as set forth by the Government. � � PLACE OF PERFORMANCE � All work shall be performed at the Contractor�s site with occasional travel to Government Facilities for data gathering, meetings, testing, and other actions required to successfully support the requirements of this contract. � � SUBMISSION REQUIREMENTS � ������������ It is requested that interested businesses submit to the Contracting Officer a brief capabilities package demonstrating ability to meet the FBI�s requirements.� The documentation shall also include the following: 1.� Company information:� Name, Mailing Address, Point of Contact, Phone Number, Email, Duns Number, Tax ID Number, and Cage Code 2.� Proprietary information, if any, should be kept to a minimum and be clearly marked. 3.� Systems for Award Management (SAM) registration and what NAICs codes this requirement would fall under. 4.� Business Size � If the vendor is a small business, an explanation of the vendor�s ability to perform at least 50% of the work described in this RFI.
