Description
SYNOPSIS STEPS+ Research Consortium Sponsorship 2020 for EPA NVFEL The U.S. Environmental Protection Agency (EPA), National Vehicle and Fuel Emissions Laboratory (NVFEL), Ann Arbor, Michigan, intends to purchase a one (1) year STEPS + Research Consortium Sponsorship. The acquisition of this commercial item will be subject to sole source competition and will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 541715: Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with a standard size of 1000 employees. The OAR NVFEL SACO anticipates awarding a single firm-fixed-price (FFP) contract to University of California- Davis. The EPA has identified University of California- Davis as the only contractor able to meet the requirements of this acquisition as the project is a multi-year research program and continues to be supported by several government agencies. Contracting with other organizations to duplicate previously completed work in order to address these current research areas would not be an efficient use of public resources. Furthermore, no other organization possesses all of the following resources available through the Institute: Multidisciplinary Research Team and Organizational Structure focused on Sustainable Transportation, Selection to lead the National Center for Sustainable Transportation, Completion of First Three Phases of STEPS Program (2007 to 2018), and Existing Consortium of Public & Private Organizations Over the past several years, the Institute has established a consortium. The contractor will conduct STEPS+ Consortium research via the following STEPS centers: Plug-In Hybrid & Electric Vehicles, 3 Revolutions Future Mobility, and Energy Futures. The contractor will provide the EPA with a customized engagement plan which will include meetings on transportation topics selected by the EPA, and the contractor will place up to two (2) EPA staff member (to be chosen by the EPA) to serve on the STEPS+ advisory board for both the overarching STEPS+ program and the specific STEPS+ centers for which EPA sponsorship is provided. EPA advisor will be invited to attend the annual STEPS+ board meeting and will be provided updates on latest STEPS+ research and an opportunity to provide feedback on the programs research and direction. The EPA will have access to STEPS+ invitation-only research symposia (held biannually), including free registrations for all EPA employees who desire to attend. The EPA will have access to all STEPS+ briefings, reports, and webinars, including early review of draft documents. The EPA will receive free invitations to workshops for each sponsored center (PHEV&EV center, 3 Revolutions Future Mobility center, and Energy Futures center) as well as receive password-protected access to all conference and workshop proceedings. The solicitation will describe and set forth all requirements for the STEPS+ Research Consortium Sponsorship. Award will be made on a Lowest Price Technically Acceptable (LPTA) basis. The full solicitation should be issued on or about May 5, 2020 on FedConnect.net. This office does not intend to mail hard copies of the solicitation.
