- Synopsis- Notice of Intent to Sole Source The purpose of this synopsis is to announce the Veterans Affairs Department of Veterans Affairs, Technology Acquisition Center intent to negotiate a Firm Fixed Price sole source contract with Engineered Care, Inc. located at 44 Montgomery ST Ste 3500 San Francisco, CA 94194-4808 for the purpose of obtaining the continued maintenance support of the Care Transition Portal, a web-based interfacing system used to create transitional care materials using VA s VistA Health Information Systems and Technology Architecture and Computerized Patient Record System. Medical Centers. The Government intends to negotiate solely with Engineered Care. per FAR 13.106(b)(1), as only one source is reasonably available. Engineered Care, Inc. developed this interfacing system which has been in use for over five years at the Ralph H. Johnson VA Medical Center in Charleston, South Carolina. As the original developer of this interfacing systems, only Engineered Care, Inc. possesses the ability to maintain the software due to its unique and specialized knowledge of the underlying software code and customized interface to VA s computerized medical records required to provide for the required software maintenance and quarterly updates. The proposed action is for the continued access to the Care Transition Portal and associated maintenance support services. These maintenance support services include day to day support via email and phone, software maintenance and continual access to quarterly updates including new features, content, enhancements, and other updates to the software. The NAICS code for this acquisition is 541519, with a size standard of $30 million. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations. However, responses received by 04/23/2020 3:00 PM Eastern Time will be considered.
