NOTICE OF INTENT TO SOLE SOURCE: Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) intends to award a firm fixed price sole source procurement with Monarch Lathes, L.P., 615 N. Oak Avenue, P.O Box 4609, Sidney, Ohio 45365-4609 to provide: CLIN 0001: STANDARD OEM REBUILD ������������� One Monarch Lathe 10� x 20� CD. EE toolmakers lathe, S/N. EE� ���������������������������� CLIN 0002: REBUILT Receiving Inspection - machine will be inspected upon arrival at Monarch Lathes facility and its condition as received fully documented. The machine will be completely disassembled to unit level components.� The headstock will be cleaned and inspected. The bed and carriage will be reground. The apron rack will be reset for proper alignment. Cross slide and compound will be re-scraped and fitted with new gibs. All scraping (realigning) of the headstock, carriage, slides and tailstock will be performed by our experienced OEM machine builders. New cross feed screw and compound screw will be installed. The apron will be cleaned and inspected. New lubrication metering units and pump will be installed. Frictions will be rebuilt. Throughout the mahcine, belts are replaced, as required. New lubrication metering units will be installed in the carriage. Lubrication tubing will be replaced as required. The gearbox will be cleaned and inspected. New lubrication metering units will be installed. The tailstock will be cleaned and inspected. New spindle wiper and way wipers will be installed. The headstock, gearbox and apron will be power tested prior to reassembling. The rebuilt machine will be fully tested and documented using OEM tolerances and specifications. Add new Chuck Guard with mounting bracket - required on all rebuilds CLIN 0003: Spindle Rebuild ������������� Grind bearing diameters, chrome only if required.� Install new spindle bearing. CLIN 0004: Apron Rebuild ������������� Install new apron worm, worm gear, rack pinion gear and shaft, half-nut, driver and drive plate. CLIN 0005: Tailstock Recondition ������������� Chrome and grind spindle. Hone tail top and refit spindle. CLIN 0006: Leadscrew Replacement CLIN 0007:� Repaint Machine ������������� NMTBA #7 Gray or Vista Green, using Polane paint CLIN 0008:� New Electrical System 7.5HP AC Motor with 5:1 Backgear Unit AC variable speed solid state drive � New electrical system mounted in the machine base in place of the original electrics.� Note: Available only for EE machines manufactured in 1961 or later. ������� The associated North American Industry Classification System (NAICS) code is 332710, Machine Shops. Which has a size standard of 500.� Interested vendors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/.� Statement of Work For Refurbishment of Monarch �EE� Lathe S/N 37945 (Mfd. 1952) GENERAL The Research Department�s High-Energy Materials Branch of the Indian Head EOD Division, Naval Surface Warfare Center (IHEODTD/NSWC) employs various machine-tools. �Among these is a Monarch �EE� Tool Room Lathe, employed for many and varied Research-related tasks and applications.� Since its purchase in 1952, the subject Lathe has been in continuous use.� Because of its age, several of its components, and especially its existing Drive, are no longer supported by the Manufacturer with parts and service.� Hence, so that it can be reliably maintained, this particular machine-tool is in need of refurbishment and upgrade to present-day technology. SCOPE The Contractor shall provide services for the refurbishment and upgrade of one (1) each Monarch �EE� Tool Room Lathe.� It is critical that this machine-tool be brought to present-day Factory standards, as required, to prevent the stoppage of these varied Research programs and related investigations which are supported by it. 3.0� REQUIREMENTS 3.1� Factory Receipt-Inspection:� The Contractor shall inspected Lathe upon arrival at the Contractor�s facility, and its as-received condition fully documented. 3.2� Repairs:� New, Factory-approved standard parts which having been thoroughly inspected and are subject to the same new-machine performance specifications and testing for serviceability prescribed by the Manufacturer for newly manufactured Monarch �EE� Lathes shall be used in effecting all repairs and upgrades.� Existing parts either defective (and which have been replaced), or of a prior machine-generation shall become the property of the Contractor. The Contractor shall perform the following repairs: Machine shall be completely disassembled to unit level components. Headstock shall be cleaned and inspected. Bed and Carriage shall be reground. Apron Rack shall be reset for proper alignment. Cross-Slide and Compound shall be re-scraped and fitted with new Gibs. All scraping (realigning) of the Headstock, Carriage, Slides and Tailstock shall be performed by experienced OEM machine builders. New Cross-Feed Screw and Compound Screw shall be installed. Apron shall be cleaned and inspected.� New Lubrication Metering Units and Pump shall be installed.� Frictions shall be rebuilt. New lubrication Metering Units shall be installed in the Carriage.� Lubrication Tubing shall be replaced as required. Gearbox shall be cleaned and inspected.� New Lubrication Metering Units shall be installed. Spindle shall be cleaned, inspected and rebuilt.� Bearing diameters shall be ground, and refaced with chrome only if required.� New Spindle Bearings shall be installed. Apron shall be cleaned, inspected and rebuilt.� New Apron Worm, Worm Gear, Rack Pinion Gear and Shaft, Half-Nut, Driver and Drive Plate shall be installed. Leadscrew shall be replaced with a new component. Tailstock shall be cleaned, inspected and reconditioned.� Spindle shall be chromed and Ground.� Tail Top shall be honed and Spindle refit to it.� New Spindle Wiper and Way Wipers shall be installed. Headstock, Gearbox and Apron shall be tested under power prior to reassembling. Throughout the machine, belts shall be replaced, as required. Rebuilt machine shall be fully tested and the results documented using OEM tolerances.� See Section 3.4 below. A new Chuck Guard with Mounting Bracket shall be installed. 3.3� Upgrades: �A new variable speed solid-state Drive with the following features shall be installed: 7.5 HP AC Motor with 5:1 Backgear Unit shall replace the existing discontinued Exciter-Motor-Generator Drive. This new electrical system shall be mounted in the machine base in place of the original electrics. The original Spindle speed shall not be altered by the new Drive. 4.0� DELIVERABLES The Contractor shall provide the following documentation of the refurbished Lathe: Documented Results of Factory Acceptance-Testing.� One (1) copy shall be submitted of the result for each acceptance test to which the refurbished Lathe was subjected.� These data shall include a description of each test protocol objective and test method, the quantitative (as appropriate) acceptance and rejection criteria for each test, and the actual measured result of each test in accordance with CDRL (A001) Operator�s Manual.� An Operator�s Manual specific to the refurbished Lathe, its installation, features, options and maintenance. Related Machine Documentation.� The incoming Form 1149 (i. e.; for machine-delivery), Factory Invoice or a supplemental Factory Memo from Monarch Lathes, LP must document that the prior old, unserviceable Lathe (by S/N) is exchanged for a replacement apparatus (by S/N) of equal value and capability.� A copy of the pertinent incoming Form 1149, Invoice and/or Factory Memo shall display this statement.� It is suggested that the incoming Form 1149, Factory Invoice and/or a supplemental Factory Memo be coordinated through Mr. Harry Camp, President, Monarch Lathes, L. P.; (937) 492-4111. 5.0� TRAVEL Travel is not authorized.� If the need for unforeseen or extenuating circumstance arise, the Contractor will request approval from the Contracting Officer in writing of the nature and extent of required travel. 6.0� PLACE OF PERFORMANCE All work shall be performed at the Contractor�s Factory (i. e.; Monarch Lathes, L. P., 615 N. Oak Avenue; Sidney, OH 45365).
