- National Aeronautics and Space Administration (NASA), Goddard Space Flight Center (GSFC) Code 210.P, Office for Program Support, intends to negotiate solely with McMurdo, Inc. located in Lanham, MD for sustainment, maintenance, and ground station modernization and enhancement activities for the existing NASA GSFC Search and Rescue Lab (SARLab) Medium Earth Orbiting Local User Terminal (MEOLUT) ground station and associated hardware/software enterprises.� This action is in accordance with 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, �Only one responsible source and no other supplies or services will satisfy agency requirements�. NASA GSFC requires hardware and software maintenance and repair of the MEOLUT processor system and subsystems including MEOLUT antennas 5 and 6, MCCNet, RCCNet, and other associated MEOLUT systems.� In addition, NASA GSFC requires operational Search and Rescue Satellite-Aided Tracking Operational MEOLUT technical support along with MEOLUT ground segment modernization and enhancement including support for evaluation/development of future ground, space, and user segments of the SARSAT architecture. It is critical the contractor delivering the hardware and software support required has a full understanding of hardware and software of the MEOLUT processor system and subsystem in order to perform needed maintenance and repairs.� McMurdo, Inc. possesses the knowledge and expertise to successfully maintain and repair GSFC SARLab MEOLUT hardware and software, as well as continual maintenance of proprietary and company-specific MEOLUT infrastructure.� It is also critical the contractor possesses the knowledge and expertise in operational technical support and modernization and upgrades in order successfully perform activities such as supporting investigations into anomalies in the Search and Rescue services that are carried by satellites, monitoring performance of the ground segment of search and rescue subsystems interfacing with MEO spacecraft, supporting the evaluation of new technology to allow the production and use of advanced emergency beacons, or the development of enhancements such as applications of new coding techniques, modulation techniques, bi-directional communication, advanced antennas, and spread spectrum techniques.� McMurdo, Inc. possesses the unique knowledge and expertise to fulfill NASA GSFC requirements in operational technical support and ground station modernization and enhancements. The notice of intent and any documents related to this procurement will be available over the Internet.� These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.� It is the offeror's responsibility to monitor the Internet site for the release of amendments (if any).� Potential offerors will be responsible for downloading their own copy of amendments, if any.� The Government intends to issue a Firm-Fixed-Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with an effective ordering period of 5 years. The Government also intends to include Clause 52.217-8, Options to Extend Services, within the contract. The North American Industry Classification System (NAICS) for this requirement is 334511; Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing; Business Size: 1,250 Employees.
