- Combined Synopsis and Solicitation Notice Information Regional Contracting Office � Hawaii, This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Part 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.� The solicitation number is W912CN-20-Q-JK06 and is being issued as a Request for Quotes (RFQ).� The Federal Supply Classification (FSC) is 4210 Fire Fighting Equipment and The North American Industry Classification System (NAICS) code is 339999 All Other Miscellaneous Manufacturing and this procurement: �Is not being set-aside for small businesses.�� The Regional Contracting Office, Hawaii (RCO-HI) has a requirement for a 5-year Blanket Purchase Agreement (BPA) for 25th Combat Aviation Brigade for brand-name Bambi Bucket Parts.� Projected Ordering Periods as follows: Ordering Period 1:� 11 May 2020 to 10 May 2021 Ordering Period 2:� 11 May 2021 to 10 May 2022 Ordering Period 3:� 11 May 2023 to 10 May 2024 Ordering Period 4:� 11 May 2024 to 10 May 2025 Ordering Period 5:� 11 May 2025 to 10 May 2026 The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The offeror shall fill out the unit prices (yellow highlighted cells) for all ordering periods/years in the attached Excel pricing spreadsheet.� Unit prices shall not exceed 2 decimal places. All costs shall be included in proposed unit prices.� EVALUATION OF OFFERS: Pursuant to Federal Acquisition Regulation (FAR) 8.405-3 Blanket Purchase Agreements (BPAs), the Government will make award resulting from this solicitation to establish a single BPA or multiple BPAs to the lowest priced responsible Offeror(s) whose offer conforms to the requirements as stated in the combined synopsis/solicitation and is most advantageous to the Government based on the criteria listed in the Solicitation. The Government will evaluate offers for award purposes by adding the total price of all Bambi Bucket Parts, for all five ordering periods/years. This is an all-or-none requirement and partial quotes will not be evaluated. 1. The following is a list of the minimum salient requirements for BPA for Bambi Bucket Parts in support of the 25th Combat Aviation Brigade Mission.� a) Supplier must be able to provide Bambi Bucket Parts.� SEE ATTACHED Spreadsheet for Parts list. b) Must be able to deliver all Bambi Bucket parts to 168 Sasaoka Road Building 365 WAAF, Hawaii 96854 c) Must be able to deliver all Bambi Bucket parts within terms of the order and no later than 30 calendar days, excluding federal holidays. d) Must meet the DoD requirements as outlined in the Berry Amendment and the Buy American Act e) Must be able to accept Government Credit Card and WAWF for payment 2. The scope of work: The contractor will provide Bambi Bucket Parts that meets the current requirements of the requesting activity. The quantities, units of measure, description and information on the Bambi Bucket Parts being requested are listed in the �Bambi Bucket Pricing List� attached to this FBO posting.� The list of items provided in the aforementioned attachment is a list of items the Government is projecting will be required.� All items may not be purchased.� The items purchased are not limited to the items listed.� Upon award contractor(s) must supply the Bambi Bucket Parts requested and deliver the requested supplies per instruction of each task order and not to exceed thirty (30) days from the placement of the orders and accept Government Purchase Card (GPC) as a form of payment to: 168 Sasaoka Road BLDG 365 WAAF, HI 96854 Offerors must be registered the System for Award Management (SAM) and all responsible sources may submit a quotation which, if timely received, will be considered by the Agency. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records--Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
