Description
THIS IS A SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. Based on a requirement from the Bureau of Medicine and Surgery, this is a sources sought notice to determine the availability of potential business sources capable of providing a substance abuse rehabilitation program that supports patients from discharge through the first twelve to eighteen months of recovery. This announcement is for informational and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers or information received in response to this notice. The Government is not responsible for the cost associated with any effort expended in responding to this notice. A Firm, Fixed Price (FFP) non-personal services contract is anticipated that will consist of a one-year base period with four (4) one-year options. The North American Industrial Classification System (NAICS) code for this acquisition is 624190 and the size standard is $11 million. The government intends to procure a contract to provide continued support to host and maintain a web and phone-based Substance Abuse Rehabilitation Program (SARP) Aftercare Recovery Program to assist Sailors and Marines maintain sobriety and assist in their ongoing recovery support anywhere in the world. The intent of the program is to continue to provide critical continuity of care to service members in early recovery - anywhere in the world and at any time. This SARP Aftercare Recovery Program assists substance abuse patients in recovery to integrate the essential changes that help to promote sustained sobriety and productivity in a cost efficient manner and at the individual�s pace of recovery. A firm fixed price contract is anticipated. The required services for the Navy My Ongoing Recovery Experience(MORE) program is currently being provided by The Hazelden-Betty Ford Foundation N00189-19-P-Z261. Firms possessing the requisite skills, resources, and capabilities necessary to perform the stated requirement are invited to respond to this market research sources sought synopsis via submission of an executive summary, no more than 2 pages in length. The submission should include the following information: (1) company name, address, point of contact with corresponding phone number and e-mail address, and business size (under NAICS 624190) and (2) relevant corporate experience references. The period of performance for the anticipated contract will run from 20-August-2020 through 19-August-2021 with four (4) one-year option periods. The Government intends to use the policies contained in FAR 13.5, Simplified Procedures for Certain Commercial Items, supplemented by FAR Part 12, Acquisition of Commercial Items. Quoters possessing the requisite skills, resources and capabilities necessary to perform the stated requirements are invited to respond to this market research survey/sources sought synopsis via the submission of an executive summary, no more than two (2) pages in length. The submission should include the following information: (1 ) company name, address, point of contact with corresponding phone number and email address; and business size under NACIS 541990; (2) relevant experience. Relevant experience is defined as experience (within the past five years) to the major functions defined in this source sought synopsis. The relevant experience should identify the applicable contract number; total contract dollar amount; contract period of performance; details of the relevant services provided to include a brief description of the services performed, and a customer point of contact with corresponding telephone number and email address. All submissions are required to be submitted via email to john.favata@navy.mil no later than 4:00 PM (local time/Philadelphia, PA) on 24-April-2020.
