Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, intends to issue a Full and Open Request for Proposal (RFP) for Transportation Human Factors Research and Advanced Technologies (THFRAT).� The RFP will be conducted as part of the support that the Volpe Center provides to several organizations such as, but not limited to, National Highway Traffic Safety Administration (NHTSA), the Federal Railroad Administration (FRA), and the Federal Transit Administration (FTA) within the USDOT.� The RFP will be seeking Offerors to provide support to the Volpe Center�s research and evaluation in seven broad, cross modal work areas related to automation and human factors which affect the safety and mobility of transportation passengers, operators, and workers. This support includes, but is not limited to, designing, conducting, or analyzing experiments, studies, or surveys in the lab or in the field across all modes of transportation using personnel; equipment; participants; and/or modeling, analytical, and statistical tools.� The solicitation will be issued on an Indefinite Delivery/Indefinite Quantity Multiple Award basis with the ability to issue firm fixed price, cost-plus-fixed-fee completion, and cost-plus-fixed-fee term type task orders. �The term of the ordering period of the contracts will be four (4) years from date of award.� A pre-proposal webinar is anticipated to be held approximately two weeks after the RFP has been publicized. �The complete details of the pre-proposal webinar and how to sign up will be listed in the solicitation.� The effort within the THFRAT is organized into seven main work areas across four modes of transportation.� In the discussion of these work areas, the word �vehicles� is used broadly to refer to anything that is used to transport people or goods on the ground, in the air, or through the water.� The seven broad areas targeted for work with the THFRAT acquisition include: Advanced in-vehicle technologies and the operator-machine interface; primarily� laboratory, simulator and field studies; Advanced transportation technologies and the environment outside the vehicle; primarily laboratory, simulator and field studies; Advanced transportation technologies and crashes, near-crashes, and conflicts; primarily naturalistic studies, field operational experiments, and field demonstrations; Advanced transportation technologies and education and training; Advanced transportation technologies and vulnerable transportation users; Advanced transportation technologies and impairment detection and mitigation; primarily laboratory, simulator and field studies; and Advanced transportation technologies and programs and guidelines. � The modes of transportation that are supported by the THFRAT acquisition include the following: � Aviation Passenger cars Rail Trucks and buses � It is anticipated that the THFRAT research can be used to support the activities described in both the U.S. Department of Transportation�s (USDOT) Preparing for the Future of Transportation: Automated Vehicle 3.0 and Automated Driving Systems (ADS) 2.0:� A Vision for Safety, detailing the vision of automated driving systems (ADS, SAE International Levels 3-5) as well as the broader set of automated technologies including Advanced Driver Assistance Systems (ADAS, SAE International Levels 0-2).� The research can also be used to support the evaluation of future advanced driver assistance systems that are not only being rated here in the United States as part of the New Car Assessment Program (NCAP), but also in other countries.� � The North American Industry Classification System (NAICS) Code, for this acquisition, is 541715-Research and Development in the Physical, Engineering and Life Sciences (Except Nanotechnology and Biotechnology), with a small business size standard of 1,000 employees.� The estimated announcement of this RFP will be late May 2020.� Responses will be due approximately 75 days following issuance of the RFP.� � The Volpe Center uses electronic commerce to issue RFPs and amendments to RFPs.� Paper copies of the RFP or amendments will not be available.� The solicitation and any documents related to this procurement will be available in electronic format only from the Government-wide Point of Entry at the beta.SAM.gov website at the following address: https://fbohome.sam.gov/.� Potential offerors desiring to receive electronic notification of the solicitations posting and availability for downloading must register at the beta.SAM.gov.� Offerors are warned that when they register to receive solicitation amendments and other notices, the responsibility for providing the Government with an accurate and complete e-mail address lies with the offeror.� The Government will make no additional efforts to deliver information when the system indicates that transmissions cannot be delivered to the email address provided.� No hard copies of the solicitation will be mailed.� For questions concerning this acquisition, contact the contracting official in writing by email at: carl.chin@dot.gov. �ANY INQUIRIES VIA TELEPHONE WILL NOT BE HONORED.� All contractors must be registered in the System for Award Management (SAM) in order to receive an award from the Government.� Contractors may access the site at: https://www.sam.gov/SAM/ to register and/or obtain information about the registration process.� Additionally, solicitation Representation and Certifications are no longer provided within the solicitation and must be submitted online at;
