Description
The purpose of this Sources Sought Notice is to search for business concerns capable of providing off-site furniture renovation for the Pittsburgh VA Medical Center. This Sources Sought Notice is for market research purposes only and shall not be considered an Invitation for Bids, Request for Quotations, or a Request for Proposal. Do not submit a proposal or quote. This market research is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the Government as to the ultimate acquisition approach. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this Sources Sought Notice. You will not be entitled to payment for direct or indirect costs that you incur in responding to this Sources Sought Notice. Any contract that might be awarded based on information received or derived from this market research will be the outcome of a competitive process. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this Sources Sought Notice. The draft Statement of Work (SOW) is attached. Any interested small business concern must submit a no longer that 3 page capability statement addressing its ability to meet the requirements listed in the Draft Statement of Work to Katrina Tavares, Contract Specialist, at katrina.tavares@va.gov no later than Thursday, February 13th, 1:00 PM EST. Interested parties are also welcome to identify any ambiguities with the SOW and are welcome to suggest enhancements to the SOW and include them separately with their capability statement. Questions regarding this Sources Sought Notice will not be answered. STATEMENT OF WORK TITLE: Furniture renovation for Fisher House LOCATION: VA Pittsburgh Healthcare System (VAPHS), University Drive (UD) campus. BACKGROUND: The Fisher House provides a home away from home for the families of Veterans and active duty military who are hospitalized. The furniture in the Fisher House is approximately eight (8) years old, and showing signs of deterioration, scratches, nicks, marks etc. We need service to resurface the tops of the dressers, desks and nightstands, matching existing stain/finish. SCOPE: This project consists of multiple rooms and three main pieces of furniture to be refinished - nightstands, desks, and dressers. Furniture is in rooms 101,102,103,104,105,106, 201, 202, 203, and 204. Furniture is to be stripped, sanded and refinished (top only). Color and sheen to be as close as possible to existing. General finish restoration including touch-up and spot refining as necessary to remainder of areas on the desks, dressers and nightstands. Please submit a sample of stain and or finish that will be used to match existing finish. All work is to be done in the contractor s shop, off-site. It will be the contractor s responsibility for the pickup of all furniture at each room location provided, before restoration, and the contractor s responsibility for delivery of the furniture back to each room location completely restored. VA will inspect and approve work before placed back into rooms. After VA acceptance, contractor to coordinate with Fisher house staff on availability of pickup and delivery. The work will be done in three groups, allowing the contractor multiple rooms furniture at one time for easier pickup and delivery. Group 1: rooms 201, 202, and 105. Group 2: rooms 203, 204, 103. Group 3: rooms 101, 102, 104, 106. SPECIFICS: Dressers (8) total: Contractor to coordinate with Fisher House staff for pick up the dressers. Strip, sand, fill and refinish top of dresser. Color and sheen to be as close as possible to existing finish. Contractor to provide sample of finish/stain they will use before restoration to all dressers begin. General finish restoration including touch-up and spot refinishing as necessary to remainder of dresser. Dresser to be completed in contractors shop and delivered back to the Fisher House. Desks (8) Total: Elevate height of desk using adjustable levelers in order to accommodate desk chair. Coordination for pick up with Fisher House staff. Strip, sand, fill and refinish top of the desk. Color and sheen to be as close as possible to existing. General finish restoration including touch-up and spot refinishing as necessary to remainder of the desk. Minor repairs as necessary (nicks, scratches,) All work to be completed off-site and in contractors shop. Contractor to provide sample of finish they will use before restoration to begins. Coordinate with Fisher House staff for delivery of finished desks. Nightstands (10) Total: Coordination for pick up with Fisher House staff. Color and sheen to be as close as possible to existing. General finish restoration including touch-up and spot refinishing as necessary to remainder of the nightstands. All work to be completed off-site and in contractors shop. Minor repairs as necessary (nicks, scratches,). Coordinate with Fisher House staff for delivery of finished desks. Contractor to provide sample of finish/stain they will use before restoration to all nightstands begin. ATTACHMENT A: Pictures of the furniture. Standards/Codes/Requirements/Regulations Meet all applicable and most current federal and state codes/requirements, i.e.: OSHA - Occupational Safety and Health Agency EPA - Environmental Protection Agency PADEP Pennsylvania Department of Environmental Protection NFPA 101, Life Safety Code TJC The Joint Commission AHERA - Asbestos Hazard Emergency Response Act NESHAPS - National Emissions Standards for Hazardous Air Pollutants NFPA - Applicable codes published by the National Fire Protection Association ASTM ASTM International (formerly the American Society for Testing and Materials) PENNDOT Pennsylvania Department of Transportation UFAS Uniform Federal Accessibility Standards Warranty: The supplying contractor shall provide a warranty on all furniture which shall include all necessary labor and equipment to maintain the furniture in full operation for a period of one year from the date of the acceptance. Manufacture shall provide repairs free of charge.
