Sources Sought � 4/21/2020 DOE Safeguards & Security Subject Matter Expert Seeking individuals with specific expertise to support Pacific Northwest National Laboratory�s (PNNL) National Nuclear Security Administration (NNSA) Defense Nuclear Security sponsor. Interested entities must have individuals who are recognized subject matter experts (SMEs) in at least one of the Department of Energy (DOE) security topical areas as listed below.� Specific expertise sought includes individuals with at least twenty years of NNSA experience, preferably with assignments in a senior management role.� Effective contribution to PNNL�s NNSA sponsor support requires SMEs who can demonstrate comprehensive understanding of the unique NNSA environment and the NNSA Nuclear Security Enterprise (NSE).� This understanding includes documented, first-hand familiarity of security programs across the eight NNSA sites. Interested entities must demonstrate their staff�s capabilities and their comprehension (NNSA experience) of NNSA structure and challenges the structure the NSE can bring in response to this notice. SMEs will have been responsible for a Security Topic area at the DOE Headquarters or NNSA level, have Field Office Manager experience, Assistant Manager, Safeguards and Security experience, or managed one or more of the following Security Topical Areas at an NNSA Field Office, or NNSA Contractor Site: PROGRAM MANAGEMENT Program Management and Administration Program Planning Personnel Development and Training Facility Approval and Registration of Activities Foreign Ownership, Control, or Influence Safeguards and Security Plans Surveys and Self Assessment Resolution of Findings Incident Reporting and Management PROTECTION PROGRAM OPERATIONS Physical Security Security Systems Protective Force Security Badges, Credentials and Shields Transportation Security INFORMATION SECURITY Classification Guidance Classified Matter Protection and Control Special Access Programs and Intelligence Information Classified Automated Information Systems Security Technical Surveillance Countermeasures Operations Security Unclassified AISS (Optional) Protected Distribution System (Optional) Communications Security (COMSEC) (Optional PERSONNEL SECURITY Access Authorization (Personnel Clearance) Security Education Briefings and Awareness Control of Visits Unclassified Visits and Assignments by Foreign Nationals Personnel Assurance Program Personnel Security Assurance Program Facility Approval and Registration of Activities Foreign Ownership, Control, or Influence Safeguards and Security Plans Surveys and Self Assessment Resolution of Findings Incident Reporting and Management PROTECTION PROGRAM OPERATIONS Physical Security Security Systems Protective Force Security Badges, Credentials and Shields Transportation Security INFORMATION SECURITY Classification Guidance Classified Matter Protection and Control Special Access Programs and Intelligence Information Classified Automated Information Systems Security Technical Surveillance Countermeasures Operations Security Unclassified AISS (Optional) Protected Distribution System (Optional) Communications Security (COMSEC) (Optional) PERSONNEL SECURITY Access Authorization (Personnel Clearance) Security Education Briefings and Awareness Control of Visits Unclassified Visits and Assignments by Foreign Nationals Personnel Assurance Program Personnel Security Assurance Program The SMEs will be responsible for partnering with PNNL SMEs to provide NNSA DNS[BKT1]� senior leadership perspective, advice, and recommendations in support of NNSA continuous improvement activities. The SMEs must be extremely familiar with plant/site operations across the NNSA and understand how these operations create highly complex, operationally unique, security policy challenges. Responsibilities: Must have in-depth knowledge of NNSA site operations and security program management requirements Have the field experience to assess NNSA security programs, tactically and at an executive level Evaluate overall planning, coordination and administration of NNSA security programs Have specific experience to evaluate a program�s likelihood of success in meeting DOE Order requirement implementation Perform review and analysis of NNSA�s security programs with focus on fiduciary responsibility, effectiveness Perform assessments of NNSA Site�s Security Plans, budget proposals and management plans. Assist sites with developing performance measures to indicate the security program�s health and determine if the identified measures are effective in leading the Program towards continuous improvement Required Qualifications: A minimum of 20 years of experience working in and evaluating NNSA security programs.� Ideally the SME will have first-hand knowledge of operations specifically in Los Alamos National Laboratory, Y-12 National Security Complex, Pantex Plant, the Nevada Nuclear Security Site, Sandia National Laboratories, Lawrence Livermore National Laboratory, Kansas City National Security Campus and Savanah River Site. Must be a U. S. citizen Must possess a current DOE Q Access Authorization Responses: Must include specific individual qualifications and experience so determination can be made that individual possesses the required qualifications.� Broad statements that the Contractor has personnel with experience in this field will not be accepted.
