- Description
- Background The Other Transaction Authority (OTA), 10 U.S.C. 2371b, allows the Department of Defense (DoD) to ""carry out prototype projects that are directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components or materials proposed to be carried out by the DoD, or to improvement of platforms, systems, components, or materials in use by the armed forces."" Constant innovation and rapid technology advances are occurring throughout the world. Partnerships with commercial industry, the civil maritime sector, and others will be used to leverage these approaches and increase flexibility and agility, reduce cost, improve technology and capability insertion, and decrease program development cycles. The OTA offers an alternative to Federal Acquisition Regulation (FAR)?based acquisitions, allowing for access to participation by non-traditional defense contractors with innovative solutions that may not normally desire to participate in government procurement. Requirement NUWC requires innovative technological solutions to address current and future security threats in the undersea and maritime environment. NUWC is soliciting for the following topics under agreement N66604-18-9-0001. Note that this list is subject to change: FY20-02-001 Prototype Development for Passive Environmental Sensing to Support Autonomous Unmanned Surface Vessel Operation FY20-02-003 Compact Rapid Attack Weapon (CRAW) FY20-02-004 Warhead electronics subsystem (WES) upgrade kit FY20-02-005 Expeditionary Mine Countermeasures (ExMCM) operations, Very Shallow Water (VSW), Underwater Search, and Expeditionary Salvage diving operations prototype FY20-02-006 Prototype USV technology for hydrographic surveying FY20-02-007 MEMS based prototype to the MK 19 Exploder and MK 2 Arming Device FY20-02-008 Optical Interrogator FY20-02-009 Electro-optic System Component Simulator (CSC) rack mounted enclosure FY20-02-010 Pacific Northwest (PACNW) Range Complex underwater sensor capability upgrade FY20-02-011 Modern Software Factory supported by true Agile Software Development, modern software, with an accessible, visible, shared DevSecOps environment FY20-02-012 SEA SHRIKE Payload Kit FY20-02-013 3D visualization and processing FY20-02-014 Command Decision-Making (CDM) support software backed by artificial intelligence / machine learning (AI/ML) techniques FY20-02-015 Sonobuoy In-situ Calibration FY20-02-016 Wide Area Persistent Surveillance For further information and access to solicitation documents, please refer to the below information concerning the Undersea Technology Innovation Consortium (UTIC). The Undersea Technology Innovation Consortium (UTIC) is a consortium of industry, non-profit, and academic institutions brought together for the purpose of conducting research, development and testing in cooperation with the Government leading to technology demonstrations in undersea and maritime technology applications and solutions. If you have any questions regarding the UTIC or are interested in joining, please visit http://www.underseatech.org/join . Please note that in order to respond to thesolicitation, your organization must be a member of UTIC. Also note thatin accordance with 10.U.S.C. 2371b(f), and upon a determination that the prototype project for this transaction has been successfully completed, this competitively awarded prototype OTA may result in the award of a follow-on production contract or transaction without the use of competitive procedures.
