Description
This synopsis announces that the 7th Contracting Squadron, Dyess AFB, TX, intends to solicit a firm fixed price requirement for the delivery and installation of a Ground to Air Radio (GATR) and IAW the format in FAR Subpart 5.207, as supplemented with additional information included in this notice. The North American Industry Classification System (NAICS) code for this acquisition is 332311 � Prefabricated Metal Building and Component Manufacturing. The Product Service Code (PSC) is 5670, Building Components, Prefabricated. This acquisition is a 100% Small Business Set Aside. The solicitation is anticipated to be posted on or about 11 May 2020. Potential offerors are responsible for monitoring this site for the release of the solicitation package. The Contractor shall engineer, furnish, install and test (EFI&T) the installation of a shelter and infrastructure to support the new CM-300 series radios or current radios at Dyess AFB near building 9030 as replacements for the existing building at the same location (next to pole 1). New radio equipment (provided by AFFSA section) will be installed following shelter and antenna installation acceptance. The poles will be populated with new antennas, RF cabling, lightning protection, and obstruction lighting if need as specified in the Statement of Work (SOW). All new RF Cables will go directly to shelter by aerial messenger. Installation includes contractor provided generator, automatic transfer switch (ATS) and UPS (unless provided by PCCIE section). The fiber TC Jumbo Switch will be attached to existing fiber optic lines at both the shelter, command post and Air Traffic Control (ATC) Tower user ends (installed by 85th ENI only) and not included in the SOW. The contractor will connect all underground cables to a termination points in shelter for power and trench and lay conduit from a manhole location identified by 7CS for shelter bulkhead network cable installations (Both copper/fiber optic cables).� The solicitation is anticipated to be posted on beta.SAM website and will to be issued on or about 11 May 2020. Aniticipated period of performance will be 24 March 2020 through 20 January 2021. The solicitation is anticipated to be closed on 10 June 2020 at 1000 hours (10:00 a.m.) Central Standard Time.� This date and time may change upon issuance of the solicitation or an amendment. This synopsis is not to be construed as a commitment by the Government, or as a Request for Proposals.� Interested parties may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals/quotes. However, the Government will consider all responses�received within this publication. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether or not to move forward with this requirement. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
