- This is a Sources Sought Notice only. It seeks information from potential sources. This notice is issued for the purpose of market research in accordance with Federal Acquisitions Regulation (FAR) Part 10. This is not a Request for Proposal (RFP), a promise to issue a RFP, or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract. For reference purposes, this FBO notice is numbered SPE603-20-R-5X08. The Defense Logistics Agency (DLA) - Energy has a requirement to establish a proficiency testing program for DLA Energy and Military Service Petroleum Laboratories that will enable DLA Energy to improve and maintain a high level of performance in conducting routine ASTM International test methods and comparing their results with other laboratories worldwide. This correlation program includes responsibilities for petroleum product quantity procurement, sample preparation and packaging, CONUS and OCONUS distribution/shipping, statistical analysis of test data, and distribution of statistical summary reports. The laboratory correlation program shall be conducted in accordance with the essential principles and intent detailed in the International Organization for Standardization (ISO/IEC) 17043:2010, Conformity Assessment - General Requirements for Proficiency Testing. The period of performance is estimated to begin on January 1, 2021. Interested parties may identify their capabilities by responding to this requirement, no later than 3:00 PM EST, May 6, 2020. Responses may be submitted via email and should include a detailed capabilities statement. Only responses submitted via E-Mail will be considered.
