Description
Overview: The Department of Veterans Affairs, Great Lakes Acquisition Center (GLAC) is searching for vendors with the capability of providing medical instrument maintenance and repair to the Clement J. Zablocki VA Medical Center in Milwaukee, Wisconsin. Requirements: The Contractor shall provide the following: Weekly, on-site medical instrument maintenance and repair, to be accomplished in conformance with Original Equipment Manufacturer ( OEM ) standards, using OEM parts when applicable. Off-site maintenance for more involved maintenance/repair requirements, with pick-up and delivery provided at no additional cost to the Government. The Zablocki VAMC requires maintenance and repair services for approximately 4,951 separate instruments. See Attachment 1. The instrument list set forth in Attachment 1 is expected to change as facility responsibilities continue to evolve. The Zablocki VAMC cannot estimate its monthly requirements for medical instrument maintenance and repair services, but this VAMC s annual patient load indicates the scope of the proposed contract s requirements, including: approximately 800,000 outpatient visits, to include the dental clinic; approximately 23,000 emergency room visits; and approximately 8,500 inpatient admissions. Contract Type: The Zablocki VAMC desires to use a firm fixed price, flat-rate contract for provision of its medical instrument maintenance and repair requirements due to the efficiencies such a contract permits. In the alternative, the Zablocki VAMC will consider using a fixed price, indefinite delivery/indefinite quantity contract, provided that the Contractor provides a fixed maintenance price for each instrument listed in Attachment 1. In either event, the proposed contract shall include a Base Year and four Option Years. All interested, responsible sources must submit a capability statement by 5:00 p.m. local time, Tuesday, April 28, 2020, to Robert.Knight1@va.gov, to include the following information: Company Experience in providing medical instrument maintenance and repair services, to include number of years of experience and any examples of current contracts in place with government or commercial entities, to include contract number if with the Department of Veterans Affairs; Customer point of contact information for contracts listed in company experience along with a description of services provided under the contract, e.g., types of instruments serviced, and on-/off-site maintenance/repair capabilities; Example(s) of quality control programs and procedures currently utilized; Whether the company anticipates providing a flat-rate or individual prices per instrument; and DUNS number, organization name, organization address, point of contact, business size under NAICS 811219, and socioeconomic status. This Sources Sought Notice is issued solely for information and planning purposes to determine availability of qualified vendors and does not constitute a solicitation. All information received in response to this Sources Sought Notice that is marked as proprietary will be handled accordingly. Please note that this is not a request for quote; the Government is seeking information for market research purposes only.
