- SOURCES SOUGHT FOR MARKET RESEARCH The Department of the Interior, National Park Service NPS Regional Office Serving Interior Regions 6, 7 & 8, Lakewood Major Acquisition Buying Office. Acquisition of Battery Electric Buses for Zion National Park In accordance with FAR 15.201 this is a SOURCES SOUGHT FOR MARKET RESEARCH ONLY. This notice is a request for information only to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION ANNOUNCEMENT, AN INVITATION FOR BIDS, A REQUEST FOR PROPOSALS, OR A REQUEST FOR QUOTES NOR A PROMISE TO ISSUE A SOLICITATION IN THE FUTURE, AND NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No request for a bid package or solicitation will be accepted. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. If a solicitation is released, it will be synopsized on the beta.SAM website. It is the responsibility of interested parties to monitor these sites for additional information pertaining to this requirement. The information received will be used within the Department of the Interior, National Park Service (NPS) to facilitate the decision-making process and will not be disclosed outside of the agency. A decision will be made whether to issue any potential solicitation as a competitive set-aside for Small Business, U.S. Small Business Administration (SBA) certified 8(a), SBA certified HUBZone, Women Owned Small Business (WOSB), Service-Disabled Veteran-Owned Small Businesses, Total Small Business, or whether to issue as full and open competition (unrestricted). The purpose of this Sources Sought is to gain knowledge of interested businesses that have the capability, qualifications, and relevant experience to manufacture, supply, and supporting battery electric buses and knowledgeable about compatible charging stations to Zion National Park. A determination by the Government to compete this requirement as a set-aside based upon responses to the notice and other market research is solely within the discretion of the Government. The information provided in the RFI is subject to change and is not binding on the Government. The release of this RFI should not be construed as a commitment or as an authorization to incur cost for which reimbursement would be required or sought. All submissions will become Government property and will not be returned. The National Park Service (NPS) will use information obtained through this notice as well as other market research to develop an acquisition strategy. 1.0 Description: The National Park Service Regional Office Serving Regions 6, 7 and 8, Lakewood Major Acquisition Buying Office (LW MABO) is soliciting feedback from interested contractors experienced in manufacturing, supply, and supporting battery electric buses, and knowledgeable about compatible charging systems. Zion intends to replace its entire fleet of propane powered buses with battery electric buses over time. It is estimated that at completion the electric fleet will be about 30 buses depending on the bus seating configuration. 35-foot, 40-foot, and 60-foot buses will be considered, with a preference for 60-fooot buses for the park route because of the need to maximize passenger capacity. Buses must be Buy America compliant. Buses must follow industry standard charging protocol, and contractor shall provide Zion with information about compatible Buy America compliant charger options. � 2.0 Contract Information The NPS-LW MABO intends to issue a Request for Proposal (RFP) to award a single firm fixed price contract for purchase of battery electric buses for Zion National Park (Zion). Performance Period: The contactor shall be capable of providing the entire fleet of buses within a 5-year timeframe from initial award. The contractor must provide all labor, materials, equipment, transportation, subsistence, and other resources necessary (except as furnished by the U.S. Department of Interior, NPS). The contactor shall be responsible for: 1. working with Zion to configure the buses appropriately for a National Park environment. 2. providing complete, timely, quality assured buses delivered to Zion. 3. providing initial driver and technician training at Zion. 4. providing warranty and extended warranty options and service. 5. providing field support at Zion and troubleshooting for issues encountered. 6. providing a proven telemetric, data analysis, and reporting system for bus performance measures and to assist with troubleshooting. 3.0 Requested Information & Responses All interested parties should email their interest and capabilities statement to Marcia Fox, Contracting Officer, marcia_fox@nps.gov. This information will be used only to determine if there is interest by qualified firms and will not be used in award. Responders, including joint ventures, should demonstrate that they have the capacity to perform all aspects of the types of work described in this source sought, either by their in-house capabilities or through their teaming / subcontractor's capabilities. 7. What percentage do you anticipate that your firm would have the ability to self-perform this requirement? 8.
