- Page 3 of 3 Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) National Activations Office (NAO) April 23, 2020 SPECIAL NOTICE NOTICE OF INTENT TO SOLE SOURCE N-Ovation RFI NUMBER 36A77620Q0253 Veteran Affairs Nebraska-Western Iowa Healthcare System (VANWIHS) has a requirement to purchase Local Area Network, Wireless, Patient/Guest (JSN: U0038) with an authorized vendor. This requirement is in support of the activation of VA Nebraska-Western Iowa Healthcare System Ambulatory Care Center. The new Ambulatory Care Center has the need for 180 devices and connectivity cabling to be installed in various desk locations throughout the facility. The current manufacturer is the basis for design. The Program Contracting Activity Central (PCAC), National Activations Office (NAO) intends to issue a sole source solicitation to N-ovation INC. requesting Local Area Network, Wireless, Patient/Guest (JSN: U0038). This procurement is for a Sole Source Solicitation in accordance with FAR 13.501(a), where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2. The NAICS code for this procurement is 517312 and the Small Business Administration Size Standard is 1,500 employees. This procurement is also being conducted in accordance with procedures in FAR subpart 13.5 under the authority for other than full and open competition FAR 13.106-1(b) soliciting from a single source. If vendors believe they have the technical capability to meet this need, submit a complete technical package, which provides clear and convincing evidence that they can meet the Government's requirement. Vendors who are not registered in System For Award Management (SAM) database prior to award will not be considered. Vendors may register with SAM by going on via the web to https://www.sam.gov. Responses must be received 4/29/2020, by 11:59 pm, Eastern Standard Time. Responses should be submitted electronically to heather.allen3@va.gov and robert.blasko@va.gov This notice of intent to is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any responsible source who believes it is capable of meeting the requirements may submit a quotation with manufacturer cut sheets, which may be considered by the agency, only if received by the closing date and time of this notice. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
