- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole-source basis with the SMART HLPR, LLC, of Frederick, MD, under the authority of 41 US 3304(a)(1) for Exoskeleton testing standards research and development support services for a period of a base plus 1 option year, 2 years total.� Background Information and Basis for Sole Source The Intelligent System Division (ISD) of NIST is developing standard test methods for exoskeletons. The research includes the design and implementation of a standard test apparatus - Position and Load Test Apparatus for Exoskeletons (PoLoTAE) - for measuring the difference in performance of a person wearing an Exoskeleton. In addition to the Exoskeleton research, ISD is developing performance metrics for mobile robots in autonomous assembly operations. ISD has research programs in many areas and contractor support services are needed to continue these bodies of work. SMART HLPR LLC has experience with similar projects including the development of exoskeleton prototypes for military, industry, and government organizations.� On these projects, SMART HLPR fostered collaborations with foreign and U.S. guest researchers, public and private entities.� The mobile robot and exoskeleton sub-projects that require support, within the Mobile Robot Systems for SMART Manufacturing (MRSSM) Project, were previously managed by SMART HLPR in which the company also provided engineering, scientific, and standards development support.� Prior to the current MRSSM project, SMART HLPR led and provided similar support services on previous mobile robot projects with the Government. SMART HLPR, LLC is highly experienced in managing electronic and mechanical design, construction, and assembly type projects.� The company has designed, built, and tested mechanical systems and their interface electronics on autonomous vehicles, robot cranes, and robot arms, including an automated HMMWV; HLPR (Home Lift, Position, and Rehabilitation) Chair; Automatic Guided Vehicles; Flying Carpet RoboCrane; and several other RoboCranes. RoboCrane technology has since been transferred to industry and is being used to clean-up Chernobyl and Fukushima nuclear disasters. SMART HLPR has the knowledge/experience to conceptualize and develop test methods to measure the performance of a variety of exoskeletons used or potentially used for industrial tasks. The Government�s market research has failed to identify another company with the expertise of exoskeleton-related test methods.� SMART HLPR LLC. is the only qualified company to continue the ongoing research work at NIST on exoskeletons without interruptions. The time it would take other companies to obtain the skills necessary to successfully complete this work would severely impact the research team�s ability to perform their research and complete their milestones within the required timeframe. General The North American Classification System (NAICS) code for this acquisition is 541715 � Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology).� The small business size standard is 1,000 employees in annual revenue. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, responses received by the date/time listed on this posting will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be used to considered solely for the purpose of determining whether to conduct a competitive procurement. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. All responses to this notice of intent must be submitted so that they are received at hnw6@nist.gov no later than the aforementioned due date.
