- NOTICE OF INTENT TO SOLE SOURCE Tricaster Equipment Upgrade Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Levin Professional Services, Inc., doing business as Washington Professional Systems, located at 11242 Grandview Avenue, Wheaton, MD 20902-4632. The purchase order will be for the upgrade of one existing Tricaster video production system. Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 334310 � Audio and Video Equipment Manufacturing. The small business size standard is 750 employees. Description Please see the attached Statement of Need/Required Specifications document for details. Sole Source Determination The sole source determination is based on the following: The NIST Information Access Division operates a custom Usability Testing Lab at the Gaithersburg location to test software and hardware for research purposes. A critical component of the custom Usability Testing Lab is a NewTek Tricaster 855 which serves as the Lab�s video/audio integration system.� This equipment, as currently configured, runs on Windows 7 which no longer meets Government security requirements. Accordingly, the system and peripheral equipment must be upgraded to run on Windows 10 which requires new hardware and software, along with installation, training, and maintenance. To ensure continuity of science, only NewTek Tricaster products are acceptable for this need; NewTek products are the backbone of the Usability Testing Lab and no other brand of products is compatible with the existing technology. Further, use of any other type of product would jeopardize standardization of scientific data; the Usability Testing Lab has been used for years to produce research data with the Tricaster and peripheral equipment so use of any other product going forward would unacceptably alter continuity. The NewTek Tricaster is proprietary to its original equipment manufacturer, NewTek. NewTek does not sell its products directly but instead authorizes regional resellers. The reseller for the region appropriate to NIST Gaithersburg is Washington Professional Systems. No other authorized resellers exist for NewTek products in this area. Accordingly, Washington Professional Systems is the only capable source for this requirement. � Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. All responses to this notice of intent must be submitted via email to Lauren.Roller@nist.gov so that they are received no later than May 4, 2020 at 11:00 AM Eastern Time.
