Description
NAVSUP Fleet Logistics Center (FLC) Norfolk�s, Contracting Department intends to negotiate a Firm Fixed Price, 100% Small Business Set-Aside, contract for an Automated, repeatable, and objective/unbiased 3-dimensional biomechanical movement assessment system and software for the efficient and accurate assessment of a recruit�s movement pattern, utilizing procedures under FAR Part 13. This synopsis is for the required product listed under solicitation N0018920Q0145. A complete RFQ package will be available on or about 23 April 2020 at the BetaSAM Website as follows:� https://beta.sam.gov/. The North American Industry Classification System (NAICS) code for this acquisition is 621512. The Size Standard is $16.5M. This notice of intent is not a request for competitive quotations. Please direct all questions regarding this requirement to Joseph Singleton at joseph.d.singleton@navy.mil. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the (SAM) database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 866-606-8220, or via the Internet at http://www.sam.gov.� To establish a contract for the procurement of Biomechanical Analysis Systems and Software to be used in support of the Recruit Training Command Human Performance Program in order to enhance and maintain operational performance and longevity of the recruit force. Procurement of system is intended to support both mechanical, physiological, and psychological performance of recruit force through promulgation of physical data that can be utilized to both motivate recruit users, as well as pinpoint locations of improvement for areas that may be of future medical concern. Gamification nature of system will ensure recruits� psychological buy-in and performance motivation is heightened throughout baseline evaluation and re-evaluation later in training. Automated, repeatable, and objective/unbiased 3-dimensional biomechanical movement assessment system and software for the efficient and accurate assessment of a recruit�s movement pattern. This equipment will be used to implement standardized biomechanical movement analysis of recruits and will provide ongoing automated monitoring. Assessment and subsequent information will be documented and provide critical data for support of strengthening physical readiness of recruit, as well as continuity of corrective exercises during evaluation and re-evaluation phases of training to ensure recruits� mechanical ability is being utilized correctly in order to lessen amount of physical injuries inherent in otherwise improperly executed physical tasks.
