- April 23, 2020 THIS� NOTICE� DOES� NOT� CONSTITUE� A� REQUEST� FOR� PROPOSAL,� REQUEST� FOR QUOTE,� OR� AN� INVITATION� FOR� BID.�� NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. The United States Department of Agriculture, Forest Service, Region 3, AQM intends to issue a Request for Proposals (RFP) for a firm fixed-price, professional land surveying services Indefinite Delivery/Indefinite Quantity (IDIQ) for National Forests located in the States of Arizona and New Mexico, for the United States Forest Service, Southwestern Region 3. The anticipated requirement will be issued under RFP Number 12837120R0017.� The RFP is expected to be posted to Contract Opportunities at https://beta.sam.gov/ in May 2020 (second week). This procurement will be conducted utilizing 100% Small Business Concern competitive negotiation procedures under FAR Part 15.� The Government intends to award a multiple award �firm fixed-price IDIQ contract.�� SELECTION PROCESS: The proposals will be evaluated using a Best Value Trade-Off source selection process. Potential offerors will be invited to submit their technical, past performance, and price information as described in the Solicitation, for review and consideration by the Government. The selection process will evaluate such factors (not necessarily in order): Past Performance, Technical which includes Management & Experience, and Price. Pro Forma information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. The� North� American� Industry� Classification� System� (NAICS)� Code� for� this� procurement� is 541370 with the annual size standard of $16.5M. SITE VISIT: Details regarding a site visit if contemplated will be issued with the solicitation. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussions should it be deemed in the Government's best interest. Project Description: ARIZONA & NEW MEXICO NATIONAL FORESTS PROFESSIONAL LAND SURVEYING SERVICES Project Location: States of Arizona and New Mexico The performance of work under this contract involves the location and identification of National Forest System (NFS) land boundaries coincident with other ownerships. This may include, but is not limited to all aspects of boundary and right-of-way surveys encompassing retracement surveys, dependent resurveys, section subdivision surveys, metes-and-bounds surveys, right-of-way surveys of the Public Land Survey System, Homestead Entry Surveys, Mineral Surveys, Small Tracts Act, Townsite Act Surveys, and Education Land Grant Act Surveys, as well as, marking, posting, and maintaining NFS land boundaries.� The Government intends to post all notices/amendments related to this solicitation on government point of entry (GPE) Contract Opportunities at https://beta.sam.gov/.�� All interested firms must be registered on Contract Opportunities web site in� order� to� obtain� the� solicitation� documents� and� all� information� regarding� the solicitation.�� Hard copies of the solicitation will not be provided. It is the responsibility of the Offeror to check the website daily for any updates/amendments.� Offerors are encouraged to check the FBO web site frequently in order to be notified of any changes to this solicitation. IMPORTANT NOTICE: All contractors submitting bids, proposals, or quotes on USDA Forest Service solicitations must be registered in the System for Award Management (SAM) database.
