Description
The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to PCB Piezotronics, Inc. upon the basis of the authority provided at FAR 13.106-1(b). ERDC-CRREL�s Force Projection & Sustainment Branch in Hanover, NH seeks to procure four (4) uniquely custom configured GSE triaxial load cells to be placed between each axle and wheel on their existing Polaris MRZR D4 used for mobility testing over ice, snow and other obstacles. The customized triaxial load cells must conform to the following specification: Shall have a form factor that is interoperable with existing Polaris MRZR D4�s; Load cells shall be constructed like the existing GSE load cells on the CRREL instrumented vehicle� (CIV). 4k lbs. vertical range; 3k lbs. lateral range; 2k lbs. longitudinal range; At least 1.5 times overload capacity; Dimensions: 3.75 inch diameter 1.5 inches in height See attached drawings for additional information; Load cells shall be place in-line between an axle and wheel/track in addition to taking measurements in x, y and z directions. ERDC-CRREL requires the aforementioned interoperable load cells to instrument their Polaris MRZR D4 for mobility testing over ice, snow and other obstacles.� These load cells need to be built like existing load cells on their CIV.� The existing CIV load cells were uniquely configured and manufactured by GSE Scale Systems (GSE).� PCB acquired the manufacturing and distribution rights to the customized load cells when they acquired GSE. Due to the proprietary nature of the requested triaxial load cells, PCB Piezotronics, Inc. is the only provider capable of fulfilling the Government�s requirement. The associated North American Industry Classification System (NAICS) code is 334519, which has a size standard of 500 employees. This Notice of Intent is not a request for competitive quotations. �However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CST, 27 April 2020 to kim.d.roberson@usace.army.mil Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. �A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government.� Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
