- THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY - Solicitations are not available at this time. This notice does not constitute a commitment by the Government. 934th Airlift Wing, Minneapolis ARS has a future requirement for Catholic Priest Services. The intention is to issue a firm-fixed contract. The Contract shall provide Catholic Priest services for the Catholic congregation of Minneapolis ARS for one year plus 4 option years. Contracting Office Address: 934th Airlift Wing/Contracting Office 760 Military Highway, Bldg. 729 Minneapolis, MN 55450-2100 �The 934th Contracting Flight at Minneapolis Air Reserve Station, Minneapolis, MN, is conducting market research to assist in determining the acquisition strategy for Religious Services.� The contractor shall perform Catholic Priest services for the 934th Airlift Wing (AW) Catholic population providing services working in accordance with the Catholic religious program.� The contractor shall have received the Sacrament of Holy Orders in the Roman Catholic Church, be a Priest in good standing with his Diocese and enjoy facilities granted by his Bishop/religious superior or the Archbishop of the Archdiocese for Military Services, and be registered with the Military Archdiocese to perform services on a military installation. If you are capable of providing support for one or all positions, please indicate this when providing your response. This RFI is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by the Air Force in developing its acquisition strategy and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information submitted in response to it. The NAICS Code determined appropriate for this acquisition is 813110, Religious Organizations. The size standard associated with NAICS 813110 is $7.5M. Vendors responding to this announcement shall indicate their business size for NAICS code 813110. Please include your CAGE Code and DUNS number as well. All information resulting from this RFI is due on 07 May 2020. Payment will be with Government Purchase Card; and priced with individual�s name and per unit. There will be units of Performance for all performance years to be consistent with 934th AW Chapel Mass times. The Catholic Priest listed has been identified as meeting the minimum needs of the government. The minimum requirements for Catholic Priest are; Conduct Mass and administer, and the sacrament of Reconciliation and oversee the preparation of ecclesiastical documents and record such services in support of the 934th AW Chapel. Shall be at respective place of worship and prepared for each service no later than 15 minutes prior to the designated starting time of any service, and no later than 15 minutes prior to the designated starting time of any Special Services or rites. The services that are provided by the Contractor are for service members (Traditional Reservists and Active Guard Reserve) and their dependents, Department of Defense civilians and other authorized personnel of the Catholic faith. The Contractor shall be required to coordinate efforts with chapel personnel and work in a multi-denominational and pluralistic religious environment to include, but not limited to, Catholic, Protestant, Jewish, and Orthodox faiths.� The Contractor shall be required to provide all services in accordance with (IAW) Catholic, Archdiocese for the Military Services, (AMS) faith requirements. �Contractor shall complete the monthly user file for Air Force Chaplain Corps Activity Reporting System (AFCCARS) on the day service is performed.� If unable to gain access to the military computer network to complete the file, then a like report shall be provided to the COR no later than the next duty day. The Contractor must understand that privileged communication is protected communication IAW Military Rule of Evidence 503. Under this rule, �a person has a privilege to refuse to disclose and to prevent another from disclosing a confidential communication by the person to a clergyman or to a clergyman�s assistant, if such communication is made either as a formal act of religion or as a matter of conscience.� Complete initial and annual training on Privileged Communication, Child Care Criminal History Background Checks, Family Advocacy Program, and Sexual Assault Prevention and Response policy.� This training will be scheduled or provided by the chapel staff. IAW Air Force Instruction 36-2005, paragraph 5.1.3.� Qualification and Requirements.� Applicants must possess 120 semester hours of undergraduate credit from an accredited college or university; and possess a Master of Divinity or an equivalent theological degree of no less than 72 hours, or have completed 3 full time resident years of graduate level study in theology or related subjects leading to ordination and ecclesiastical endorsement that qualifies the applicant to perform professional functions as a chaplain. The Contractor must be able to read, write, speak and understand English fluently.� English shall be the only language used with regard to this contract for written correspondence, discussions and other business transactions.
