Description
This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The NAVSUP Fleet Logistics Center Norfolk, Contracting Department, Philadelphia Office has a requirement for continuation of the Operating and Support Cost Analysis Models (OSCAM), used by the Navy cost communities in the development of operating and support (O&S) cost estimates of major acquisition programs, and to identify cost implications of changing sustainment practices of current fleet systems.� OSCAM model development began in the late 1990s between the Naval Center for Cost Analysis (NCCA) and the UK Ministry of Defense (UK-MOD). The original model was developed using Systems Dynamics techniques. These techniques are well suited for importing historical operating and support costs into the model as data sets.� These data sets increase the fidelity of the model and allow tailoring to individual program requirements. Over several years both the original ship model and the air model developed and released in 2000 have had numerous small improvements and several large-scale redesigns. NCCA has need for continuing OSCAM program management, model functionality enhancement, maintenance and support as well as continued operator training and refresher training for all personnel.� One of the program goals toward the end of FY20 and into FY21 is to broaden our training capabilities for new users by developing on-line training courses.� This will increase the ability for �training on demand�.� It will also allow NCCA to step away from the current requirements of set numbers of training courses with pre-determined course lengths and fixed numbers of instructors.� These course number/length/instructor limitations have in some cases impinged upon delivering instruction when most needed by the user community.� Web-based training will have the added benefit of building more flexibility into course delivery by adapting training course length and scope to meet changing requirements.� This SOURCES SOUGHT SYNOPSIS is a Government effort in accordance with Part 10 of the Federal Acquisition Regulation to conduct Market Research to support potential future planning initiatives through data collection.� This announcement is issued solely for information and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. This announcement does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not at this time seeking proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this announcement. All costs associated with responding to this announcement will be solely at the responding party�s expense.� All information received in response to this SOURCES SOUGHT SYNOPSIS that is marked PROPRIETARY will be handled accordingly. The Government shall not be liable or suffer any consequential damage for any proprietary information not identified. Proprietary information or trade secrets shall be clearly identified. Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. The Navy will not be obligated to pursue any particular acquisition alternative as a result of the announcement. Responses to the announcement will not be returned. Not responding to the announcement does not preclude participation in any future solicitation, if one is issued.� No solicitation document exists at this time. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various interested business including but not limited to members of the Small Business Community such as Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price Contract.� Responses to this posting shall provide a summary of their company�s capabilities including organization name, address, description of facilities, personnel, and past experience; and a point of contact, telephone number, facsimile number, email address, business size, DUNs number, CAGE Code and a thorough description of the profiling float that can be provided. All submissions must be received by 3:30pm EST on 28 April 2020. Responses to the Sources Sought are required to be provided by email to Joyce Kichman at email address joyce.kichman@navy.mil.�� If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website at http://www.fedbizopps.gov/ and the Navy Electronic Commerce Online (NECO) website at www.neco.navy.mil. It is the responsibility of potential quoters to monitor these sites for additional information pertaining to this potential requirement.
