- The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisitions Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106(b)(1), with SmartBasin LLC located in Washington, DC, a purchase order for consulting services at the NOAA Office of Water Prediction, in Silver Spring, MD.� This purchase order shall be for a two year contract (1 year base period + 1 year option period). Sole Source Justification: The Government requires (a) extensive knowledge of Strategic elements aligning of The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), and National Weather Service (NWS) as related to Hydrologic Forecasting and related products and services; (b) extensive knowledge of Organizational structure of Office of Water Prediction (OWP) and the roles and responsibilities of each of its Divisions; (c) extensive knowledge of the NOAA Water Initiative, including participants and strategy; and (d) extensive knowledge of the World Meteorological Organization (WMO) Hydrology and Water Resources Program (HWRP). SmartBasin LLC possesses all four of these highly specialized knowledge / skill sets. The Government does not know of any other company that possesses similar skills therefore SmartBasin LLC is the only capable source for this acquisition. Over the next two years (the contract Period of Performance), the WMO HWRP will continue to evolve and reformation efforts are being led by the U.S. delegation. SmartBasin LLC will provide consulting services before and during the Hydrologic Coordination Panel meeting in December 2020, as well as the WMO Biannual Council Meeting in 2021. The NOAA Water Initiative, originally developed in 2016, will reformulate to include cross-agency partners. In addition, the new NOAA Weather-Water-Climate board will look at enterprise collaboration efforts. Without this contract OWP will be unable to maintain its leadership role across these activities, and will not be able to ensure NWS and OWP equities and interests are properly represented. The leadership void will result in additional burden to NWS and reduced ability for OWP to provide modernized water resource information services. This special notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide this service may submit substantiating documentation in writing within fifteen (15) business days of this notice. Responses can be sent via e-mail to anthony.ciolli@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. If no documentation is received, award will be made directly to SmartBasin LLC. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
